COLSA Corporation Military Deception (MILDEC) Planner, Senior in Quantico, Virginia
COLSA Corporation is seeking candidates for positions in support of Marine Corps Information Operations Center (MCIOC) in Quantico, VA. This work supports USMC Operational Forces, Information Operations (IO) advocates, IO proponents and encompasses disciplines of IO development and integration, signature management, IO analysis, operational security, program management, and intelligence technical support functions.
Assist in MILDEC planning support services include developing and gaining approval for MILDEC plans; MILDEC policy review and development; and integrating MILDEC as a critical enabler of larger military plans, operations, and programs. Provide Senior-level experience, planning MILDEC, the utilization of military planning processes, e.g.: JPP, MILDEC, OSPEC and supporting training/certification processes. May require off-site support and periodic CONUS and OCONUS travel.
Support the development of input for MILDEC planning operations in conjunction with MAGTF operations planners;
Support the development of MARFOR, MEF and other MAGTF, Theater Campaign Orders, Operational Plans, Contingency Plans, Execute Orders (EXORDs), and Theater Security Cooperation Exercises;
Support the review and recommendations for MILDEC plans for compliance with legal and policy requirements during development;
Support the development of input for MARFOR and other MAGTF planning efforts during the review and approval process;
Facilitate coordination with Combatant Command (CCMD) MILDEC and OPSEC planners to ensure planning efforts are nested with ongoing or planned CCMD plans, interface with DC PP&O/PL as required;
Facilitate coordination with MAGTF, CCMD, other services, and interagency intelligence community partners for conduit analysis support to OPSEC and MILDEC planning efforts;
Participate in MARFOR, NAVFOR, and CCMD OPSEC and MILDEC Operational Planning Teams (OPTs) and Working Groups and provide recommendations to ensure Service equities are represented;
Analyze and review MAGTF component plans to operational plans (OPLANS) and contingency plans (CONPLANs) for opportunities to integrate MILDEC efforts;
Identify and record MILDEC and OPSEC capability and resource gaps with input from MAGTF planners, and provide recommendations to the MCIOC S-5;
Support field user evaluation plan input and documentation for IRC equipment in support of MCCDC, Marine Corps Systems Command (MCSC), Marine Corps Warfighting Laboratory (MCWL), and other organizations;
Support MCWL in the development of deception related, execution and assessment of experimentation for material and nonmaterial gap solutions, and;
Participate in advisory capacity at weekly MCIOC staff meetings, working groups, conferences and other events.

Required SkillsRequired Experience
One of the following combinations of education/experience:
- High school diploma and 12 years of related experience
Bachelor's degree and 8 years of related experience
Master’s degree and 7 years of related experience
Related experience must include 2+ years direct experience planning or supporting MILDEC, DISO or similar activities.
Active TS/SCI clearance; US Citizenship
Completion of JMTC, or similar MILDEC Planning Course
Related experience with military planning processes and policy
Background as a Military Deception Officer (MDO) or similar position
Related experience with other Information Related Capabilities (i.e. PSYOP, IO, OCO, DCO, Civil Affairs, Space, EW)
Related experience in military intelligence or counter-intelligence, information warfare, cyber, or similar fields
Completion of information operations planning courses, or similar training
