Department Information

OIE provides leadership in supporting and enhancing campus diversity and an inclusive community, as well as developing, implementing, and monitoring CSU Pueblo’s equal opportunity and affirmative action (EO/AA) compliance obligations. The office is responsible for the oversight and investigation of complaints of discrimination, harassment, and sexual misconduct prohibited under University policy. It also provides resources and training regarding preventing discrimination, harassment, and sexual misconduct, as well as equity.

Description of Job

The Investigator & Deputy Title IX Coordinator assists the Director & Title IX Coordinator in administering all aspects the University’s equal opportunity/affirmative action functions, including, but not limited to, compliance with Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, the Vietnam Era Veterans’ Readjustment Assistance Act, and Executive Order 11246, as amended. To that end, the position serves as the primary investigator of student, faculty, and staff inquiries or complaints of harassing behavior, other discriminatory behavior, Title IX violations, sexual misconduct or issues related to EO/AA policies and procedures.

Primary Duties:

  • Respond to student, faculty, and staff inquiries or complaints of harassing behavior, other discriminatory behavior, Title IX violations, sexual misconduct, or issues related to EO/AA policies and procedures. Conduct investigations and prepare notifications to appropriate individuals to process cases. Organize and maintain related investigation/grievance files and other compiled records.

  • Assist the Director with the development, implementation, and monitoring of appropriate policies, procedures, grievance processes, and training programs related to, and in compliance with the federal and states laws and regulations within the office’s jurisdiction, including but not limited to: Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, and the Violence Against Women Reauthorization Act of 2013 and Executive Order 11246, as amended).

  • Collaborate with the Director to coordinate and conduct training and educational programs for the campus community related to rights and responsibilities under Title IX, as well as the services and grievance procedures available to them and coordinate training to all employees concerning EO/AA and Title IX. Assure the timely and appropriate development and dissemination of educational materials and training programs for the campus community related to Title IX and EO/AA rights and responsibilities.

  • Maintain institutional databases utilized by the campus community to provide training for Title IX including updating the member list, disseminating the training to the campus community and tracking completion of the training, and informing supervisors when the training has not been completed by staff or placing holds on student accounts if needed for lack of completion.

  • Maintain knowledge of current state and federal laws and regulations, including, but not limited to, trends and best practices related to discrimination, harassment, sexual misconduct, affirmative action, and equal opportunity.

Salary Range

$55,000 to $70,000

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Bachelor’s degree from an accredited institution

  • Comprehensive knowledge of Equal Opportunity and Affirmative Action laws, and

regulations (such as, but not limited to, Title VI and VII of the Civil Rights Act, Title IX of the Education Amendments, the Americans with Disabilities Act, Section 503/504 of the Rehabilitation Act, the Age Discrimination Act, the Vietnam Era Veterans’ Readjustment Assistance Act, the Violence Against Women Reauthorization Act of 2013, and Executive Order 11246, as amended)

  • Excellent written and verbal communication skills and adept user of Microsoft Office suite

  • Strong problem-solving, conflict resolution, and decision-making skills

  • Two years’ professional work experience in equal opportunity, affirmative action, and/or civil rights compliance (or substantially related areas)

  • Three years’ experience preparing investigative/summary reports, conclusions, and recommendations related to discrimination, harassment, and/or sexual misconduct

  • Professional work experience conducting investigations of discrimination, harassment, and/or sexual misconduct

  • Professional work experience in developing and delivering presentations and educational programs to diverse constituencies

  • Experience in a position requiring judgment in a variety of sensitive and confidential matters

  • Experience in a position requiring strong interpersonal skills with the ability to remain neutral and objective

  • Experience in a position requiring working collaboratively with diverse populations and constituencies

    Preferred Qualifications:

  • Master’s or professional (e.g. J.D.) degree in a field directly related to the responsibilities of the job

  • Completion of a comprehensive training program related to sexual misconduct

  • Understanding of best practices in higher education related to equal opportunity, affirmative action, and/or civil rights compliance (including compliance with Title IX and VAWA)

  • Excellent command of contemporary diversity, equity, and inclusion concepts and issues in higher education

  • Project management experience, including data analysis

  • Experience in a position requiring commitment to the mission and values of a comprehensive regional university
