Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources (https://dwr.colorado.gov/)

This work unit exists to serve the needs of the public and to preserve, protect, develop, and maximize the beneficial use of the State’s present and future water supplies through the distribution of native and non-native waters according to the laws of the State of Colorado, the policies and regulations of the State Engineer, and the terms and conditions of court decrees pertaining to the diversion, storage, and use of water specific to the Arkansas Basin.

Description of Job

OPEN ONLY TO CURRENT RESIDENTS OF COLORADO

The purpose of this position is to support the Ground Water Operations Work Group by processing and maintaining data on well inventory and administration on nearly 13,000 wells in the Arkansas Basin. This position also participates in coordinating ground water operations with ground water users, augmentation association staff, Division of Parks and Wildlife staff, Bureau of Reclamation staff, conservancy district staff, various Department of Defense personnel, and Kansas State Engineer staff on the main stem of the Arkansas River and its tributaries and directly performs accounting functions pertaining to water transactions associated with replacement plans. This position has primary responsibility for the collection and analysis of power data, and other operational data for the purpose of properly administering the distribution of water.

Specific job duties include but are not limited to:

  • The position assists in the annual review of Arkansas River Replacement plans by developing quality control methods to evaluate information critical to determining wellhead depletions; preparation of year-end reports on replacement plan operations to facilitate the HI Model process related to compact compliance; review and processing of requests for Emergency Inclusions, Water Transfers, and other Amendments.

  • Works with the Augmentation Coordinator to analyze and determine the eligibility status of Colorado undecreed surface water rights used as replacement water in compact driven plans of augmentation.

  • Responsible for regular communications with groundwater associations, water resource staff, and other State and Federal Agencies (e.g. State Land Board, Parks and Wildlife, Corps of Engineers, County offices) to collect and exchange information related to ground water administration. In addition to, and river operations involving replacement water transfers for the major well associations in order to properly account for and administer augmentation of well use in the basin.

  • This position manages all databases used by and for groundwater operations including development, maintenance and updating of in-house and DWR-generated Well Users Association applications, develops tools and techniques to utilize Field Data more effectively, to detect violations of the Measurement and Use Rules, facilitates continuous improvement in electronic communication.

  • This position reviews all pertinent information and couples this with data analysis and judgement to determine which Statutes, Rules, Policies or other guidance apply to a well and what specific actions are needed for that well to be in compliance.

  • Makes determinations regarding tools and techniques to utilize Field Data more effectively to detect violations of Measurement and Use Rules then develops and implements processes that facilitate and improve electronic communication and transfer of well information to external and internal customers.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Five (5) years of work experience assisting engineers, scientists, or technicians with work related to engineering or physical science, which involves the use, measurement, augmentation, and control or distribution of water.

AND

High school diploma or GED

OR

Additional appropriate education will substitute for the required experience on a year-for-year basis.

(Experience with irrigation management, knowledge of flow meters and piping equipment, knowledge of water measurement, or other experience related water or natural resources is considered related experience.)

  • Current or former State experience relevant to this position.

  • Knowledge and experience with Colorado water rights.

  • Water administration experience.

  • Experience with reading and interpreting governmental rules and regulations relating to water rights and administration.

  • Excellent writing skills, ability to convey ideas and technical concepts in a clear and concise manner

  • Water measurement experience.

  • Ability to utilize computers, spreadsheets and other computer software

  • Experience with Microsoft Access or another database program performing development and code maintenance.

  • Proficiency in Microsoft Excel and/or Google Sheets.

  • Other experience relevant to the use or management of water resources.

The current work arrangement for this position is as follows:

  • Hybrid schedule - working from a home office in combination with field duties and working at the assigned District office three (3) days a week.
