Division of Facilities Management - Southern District:

The Division of Facilities Management exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses.

Agencies served are: CMHIP, DOC, PRC, DYC (Zeb Pike, Spring Creek and PYC) and the four nursing homes in the southern district. Total Facilities are approximately 2 million sq. ft. at multiple sites in over 110 buildings.

Description of Job

Facilities Management welcomes your interest in the Utility Plant Operator I position. This unit exists to maintain facilities and support systems, assure that the facilities and support systems are maintained according to all applicable regulatory standards and provides a safe sanitary environment for clients and staff. Meet the facilities needs of the Department of Human Services Southern Region customers. Manage available resources to provide a physical environment at the highest quality possible.

This position exists to provide 24/7 operations and maintenance functions for the facilities’ physical plant equipment located within the Heat plant structure, by performing essential operational functions, maintenance, cleanliness, preservation, scheduled and emergency repairs (electrical and mechanical) to insure effective, operational practices to ensure equipment longevity.

Primary Job Duties

  • Operation and maintenance of high pressure steam boilers coal, natural gas, and diesel, DCS, PLC’s the qualitive and quantitative analysis of all process fluids entering and leaving the steam plant, by utilizing accepted methods of titration, comparative and qualitative analysis to obtain the desired results.

  • Monitor building automation system for alarms that need to be addressed during 2nd and 3rd shifts. Not ify night truck mechanics or trade shop supervisors as appropriate for situations that need immediate attention. Answer phones from building tenants during 2nd and 3rd shifts and determines which requests need to be addressed immediately. Notifies night truck mechanics on 2nd shift or trade shop supervisors on 3rd shift.

  • Accomplishes assigned scheduled preventative equipment maintenance by following the guidelines established by the plant supervisor. Follows manufactures guidelines and equipment status. Maintains plant cleanliness. Ensures proper operation of plant machinery including valves, pumps, fans, turbines, electric motors, coal and ash handling system components, piping distribution system components and digital control system components. Troubleshoot and repair to restore proper operation of plant machinery including piping systems, valves, pumps, fans, turbines, electric motors, coal and ash handling system components and digital control system components .

  • Operates, tests, and maintains diesel powered emergency electric generators in accordance with manufacturers specifications and Joints Commissions standards. Maintains grounds area surrounding building, operates state vehicles, and all other duties as assigned.

  • Other duties as assigned, may work outside of the heat plant to meet program objectives.

Position Information:

This is a full-time, in-person, essential position. Shift work is required. Must be available for and respond to call backs to perform essential and/or emergency services of the agency in a timely manner.

Essential Positions. Positions that perform essential law enforcement, highway maintenance, and other support services directly necessary for the health, safety, and welfare of patients, residents, and inmates of state institutions or state facilities. Employees in essential positions can be only FLSA non exempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.

Call Back applies when an eligible employee is required to report to work before the start or after the end of a scheduled shift.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Experience Only:

Four (4) years of work experience inhigh pressureboiler operations performing preventative, predictive, and corrective maintenance. You must thoroughly detail this experience in the work experience portion of your application.

OR

Education and Experience:

A combination of related education, formalized apprenticeship program, and/or

experience in high pressure boiler operations performing preventative, predictive, and corrective maintenance equal to four (4) years

Preferred Qualifications:

  • Possession of a valid Stationary Engineer License “A”, ASOPE or equivalent. You must attach your license/certification to this job application.

Conditions of Employment:

  • This position must possess a valid Stationary Engineer License “A”, ASOPE, or equivalent license/certification within 9 months of hire.

  • A full pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges.

  • Must be willing to submit and pass a full background check.

  • As an essential position, callbacks are required. Personnel are expected to respond promptly without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.

  • Current and Valid driver's license.

  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.

  • Must successfully pass a Tuberculosis (TB) test.

  • Must be available for call back to perform essential and/or emergency services without delay and/or without interruption..

  • Must be available for shift work. May be required to work various hours for coverage outside of normal business hours.

  • Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts, Exposure to toxic or caustic chemicals., Exposure to electrical shock, and or working in high exposed places, Fuels, Fuel by-products, lubricating oil and greases, chemicals used to both test and treat all waters associated with the plant.

  • Shift work, 24 hours a day, 7 days a week, 52 weeks a year operation

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
