Basic Function

The current vacancies are in the Public Works departments. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

T o plan, direct and supervise the construction, repair and maintenance of roads; drainage systems, guard rail systems, crash devices, bridges and related structures; to plan and direct the marking of pavement and the preparation, repair and installation of traffic signs on roads, bridges, pedestrian ways and other facilities; to maintain and oversee the disposition of fixed assets for all Public Works divisions, maintain physical inventories, and oversee inventories; and to perform related duties as assigned. Work may also include working with other county departments on county lead projects and maintenance activities. (Incumbents' job duties are primarily in the area of road construction and maintenance, or the area of road signs and pavement markings, or in maintenance of physical infrastructure. Depending on assignment, employees may perform some or all of the functions for county roads and facilities, as well as for other jurisdictions contracting with the county.)

Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.

  • Prioritize projects, prepare work schedules, make work assignments, develop, and implement daily and weekly work plans, create job plans/drawings,and assist the Assistant General Maintenance Supervisor Maintenance: Construction with yearly work plan.

  • Perform data entry work using computerized tools such as laptops or tablets.

  • Enforce all safety rules and regulations appropriate to meet federal and state requirements and county policies; instruct employees in safety, methods of work, and operation and maintenance of equipment.

  • Prepare time, equipment, and materials estimates, prepare documentation for materials and supplies to be ordered and equipment to be rented.

  • Assist the Assistant General Supervisor Maintenance Construction with recommendations to repair, purchase, or auction fixed assets, tools, supplies and other public infrastructure for the Public Works department.

  • Supervise personnel in the road maintenance and/or the traffic signs and striping division including providing work direction and reviewing work for accuracy, developing and facilitating staff training, providing guidance and interpretation of policies and regulations and ensuring staff compliance, assisting in responding to grievances or special issues, conducting performance reviews and providing first line disciplinary actions.

  • Coordinate and direct work associated with constructing and maintaining roads, bridges and drainage systems, crack filling, bituminous resurfacing, bituminous patching, installing, and maintaining culverts, catch basins, manholes, drainage systems, guardrails, erosion control best management practices and other related activities.

  • Coordinate, prioritize and direct the work of inspecting, fabricating, repairing, and installing traffic signs, and pavement markings.

  • Coordinate, prioritize and direct the work of marking lanes, crosswalks, arrows, bicycle symbols and railroad crossings on roadways.

  • Maintain daily records of personnel, equipment, and materials; order material needed for crews to perform duties and maintain inventory; keep records of expenditures on major projects.

  • Assist in administering the county’s alcohol and controlled substances testing program for commercial driver’s license requirements.

  • Check driveway locations on permit applications in the field for safety hazards, geometry, and drainage, or inspect highway signs and pavement markings to ensure they meet standards, depending on assignment.

  • When on call respond within 45 minutes to roadway safety hazards or emergencies from dispatch or County staff on weekends, weekdays after hours and holidays; determine the necessity for emergency call out, contact employees as needed for emergency work, snow call outs, monitor snow plowing needs and conducts road checks at all hours.

Minimum Qualifications

Education: High school graduation or the equivalent.

Experience: Five years of responsible experience in the construction and/or maintenance of roadway and related infrastructure including two years’ experience in a leadership or supervisory role.

Substitution: An equivalent combination of education, training and relevant job experience may be substituted to meet the experience requirement. A Public Works certificate, formal course work or degree related to construction/maintenance could substitute for three years’ experience. Must have two years’ experience in a leadership or supervisory role.

Certification/Licensure: Must have a valid driver’s license and be able to obtain a CDL, Class B license with air brake and tanker endorsement within 12 months of hire.

Preferred: Public Works Certificate, formal course work or degree related to construction/maintenance.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Highway Maintenance Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

The names of all applicants who pass the examination with a score of 55 or higher (with a score of 50% or higher) will be forwarded to the department for further consider.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Highway Maintenance Supervisor . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 6 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
