Overview
This position is responsible for managing the vision and strategy of the Distribution Right of Way (ROW) and Distribution Analytics Groups by developing, implementing and refining internal process and procedures. The objective of this position is to assure that Distribution ROW, Real Estate and Analyst work within Operations is completed in accordance with applicable external and internal requirements while meeting project scope, schedule, and budget. This position supervises Distribution Analysts and the ROW agents in the acquisition of rights-of-way, land acquisition, and substation sites; in addition to managing fee owned encroachments, violations, and mitigations programs. The position requires technical and professional knowledge of analystic/POs/Invoicing and ROW, real estate, RI PUC regulations and must be capable of testifying at hearings; interpersonal and negotiation skills necessary to interact with governmental officials, key community leaders, and large stakeholders.
Position will organize, train, direct, and motivate ROW Agents and Distribution Analysts. Ensure that the Standards of Integrity are met while balancing the needs of the company. Meet established schedules for all projects to ensure the most effective use of RIE resources. Reviews requests and grants/denies permission to others to utilize RIE owned right of way easements, agree to conditions sets forth in right of way agreements with the PPUC, and other agreements requiring acceptance on behalf of RIE.
Also gives and seeks authority to relinquish distribution easements that are no longer required by RIE and gives authority to settle crop/property damages. Responsible for developing, coordinating and implementing policies and procedures related to ROW activities and to act as primary interface between Office of General Counsel, Engineering, and Community Relations.
Responsibilities
Defines, delegates and oversees the activities and responsibilities of Right of Way Agents for all RI in an effective manner so that corporate and department goals can be achieved
Defines, delegates and oversees Right of Way Contractors during peak workloads
Manage/track/ensure SLA dates are met for all WOs in the RIE WMS
Manage & track requests received from customers, municipalities, etc (outside of WMS)
Provides direct supervision and guidance of Right of Way Agents regarding acquisition of distribution right of way and agency license agreements, in-depth court house research and related deed plotting, estimating fair market value of easements, property owner identification, and monitoring quality of R/W agreements and associated plans to ensure that they meet RIE's standards
Ensure compliance with local, regional, state and federal land and license requirements
Ensures a competent, motivated, effectively utilized staff by managing and directing its selection, organization, training and development, performance management and compensation. Set the standards necessary to achieve and maintain a high degree of integrity within the work team, ensure ethical negotiations and foster professionalism
Responsible for knowledge management – retention of standard, repeatable and efficient processes.
Authorizes binding right of way and encroachment agreements, relinquishment of agreements, crop and property damage settlements, PUC and other agreements requiring acceptance on behalf of RIE
Negotiate difficult or sensitive right of way and encroachment issues requiring technical or supervisory expertise
Manages projects and acts as Liaison between ROW and Engineering, Office of General Counsel, Real Estate Services, and other Departments as required. Coordinates liaison activities to ensure that commitments made during negotiations are met. Promotes the Company's interests and public relations in all dealings with the public
Administers established policies and programs including those pertaining to safety, personnel development, productivity, goal setting and work planning to contribute to the achievement of corporate goals
Coordinates group's activities to ensure that Right of Way agents are meeting their obligations to project schedules and are supporting work management timelines
Assists in investigations related to power system incidents and non-employee contacts
Leads / Assists with projects and initiatives while keeping up with the position's day to day responsibilities. Provide career guidance and development for all ROW Agents and Sr ROW Agents
Fosters a constructive culture which promotes a diverse work environment and ensures employees work in a safe manner. Develops, and implement strategic vision and direction for the Distribution ROW group.
Develops and implements innovative business solutions that increase efficiency and productivity
Be available during storm events and have a regular emergency role
Qualifications
Basic Qualifications
A Bachelors Degree
4-6+ years’ related experience in right of way, real estate, surveying, civil engineering and/or land management work
A thorough understanding of Real Estate Law, terminology, procedures and practices.
Knowledge and understanding of Rhode Island’s policies and practices and how to apply them effectively
Planning skills including the ability to prioritize assignments
Strong oral and written communication skills
Demonstrate personal accountability for delivering performance excellence
Demonstrate proficient computer skills in systems like; utility WMSs and other Data Systems, as well as MS Office applications
Demonstrate ability to Lead, Supervise, and motivate others
Ability to travel as required to various locations throughout RI with a Valid driver's license
