Telespazio Belgium Ex-ante Control in Grants Costs Officer in Prague, Czech Republic

Telespazio Belgium can count on almost 40 years of experience in the field of Space Operations Service & Engineering activities. We provide a significant contribution to the most major Space programs of the European Space Agency. Currently, we are looking for highly enthusiastic Ex-ante Control in Grants Costs Officers who will work in the Czech Republic, in Prague.

What is expected from you:

  • The scope of activities is related to the provision of expertise in analysing the cost claims of beneficiaries of grants managed by EUSPA and carrying out the eligibility checks of sampled cost items prior to payments.

  • The ex-ante control services for grants will always be financial and should provide reasonable assurance regarding the reliability of reporting and the adequate management of the risks related to the regularity of the underlying transactions, taking into account the nature of the payments concerned.

  • Any potential issues, including the legality of the amount, claimed or the detection and correction of any other irregularities and their follow-up is to be raised to the staff supervisor.

Legal basis

  • The main legal basis for ex-ante checks and control is the Grant Agreement concluded between a grant beneficiary and EUSPA.

  • The consultant(s) involved in this assignment are expected to apply in the course of their work the requirements set out in the Grant Agreement. The consultant(s) responsible for the check and controls described above must be familiar with the provisions of the Grant Agreement and be able to apply them directly.

  • Consultant(s) are also expected to be familiar with the rules and principles governing grants under EU funded programmes as provided, in particular, in the Financial Regulation.

  • The consultant will receive financial statements, grant agreement, amendments, list of checks to be implemented on the cost claims and other supporting documentation for the grants for which they will be required to perform ex-ante check and controls, analysing the cost claims for each cost category, drafting requests for clarifications towards the beneficiaries and producing notes for the file.

Collection of supporting evidence

  • The services shall be performed on the basis of evidence provided by the grant beneficiary.

  • According to the Grant Agreement, information provided by the beneficiary must be accurate, precise and complete, in the required format and readily available.

  • Based on their professional judgment, the Consultant shall seek alternative evidence where the primary evidence is not available.

Reporting

  • The results of the ex-ante check and controls must allow the Contracting Authority (EUSPA) to compare the costs declared by the beneficiary with the eligible costs (according to the control services performed) and to disclose the total number of financial adjustments and per each cost category.

  • The results of the ex-ante control should be in the form of a simplified report describing the documents analysed, compliance with the provisions of the Grant Agreement, the findings of the controls and the proposed adjustments.

  • The ex ante controls are based on the full respect of the Grant agreement and the conditions of eligibility of costs, all cost category needs to be assessed and control if they respect the Grant agreement and supported by evidence in the form of clarifications, risk management assessment and review of documents received in the context of clarifications.

In summary, the consultant(s) involved in this assignment are expected to:

  • Perform ex-ante check and controls on grants;

  • Such check and controls must allow the Contracting Authority (EUSPA) to compare the costs declared by the beneficiary with the eligible costs (according to the control services performed) and to disclose the total number of financial adjustments and per each cost category;

  • Analysing the cost claims for each cost category;

  • Based on their professional judgment, the consultant shall seek alternative evidence where the primary evidence is not available;

  • Raise to the staff supervisor any potential issues, including the legality of the amount claimed or the detection and correction of any other irregularities and their follow-up;

  • Drafting requests for clarifications towards the beneficiaries;

  • Producing notes for the file including:

  • Simplified report describing the documents analysed

  • Compliance with the provisions of the Grant Agreement;

  • The findings of the controls and the proposed adjustments;

  • Maintaining grants financial databases to keep track of the transactions occurred and to provide an updated status of the open grants, related cash needs and cost accruals.

The candidate must be eligible for EU security clearance
