Job Description
Develops detailed schedules, material requirements lists and production plans for proposals utilizing issued drawings and work specifications. Coordinates with Production, Quality Assurance, and other applicable departments to achieve optimum utilization of resources in meeting schedules. Provides input to management regarding problems such as shortages, design changes, backlogs and the like. Maintains all appropriate paperwork.

Skills and Requirements
High school diploma/equivalent.
5 years experience in proposal planning.
Must be proficient with all aspects of Microsoft Project.
Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models to extract material requirements.
Must be able to obtain and maintain a SECRET level security clearance.
Reviews engineering plans, blueprints, and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects.
Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates/schedules.
Develops detailed POA&M meeting 9090-310 (current rev) requirements
Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives.
Works with Trade Foreman and other personnel to formulate estimates/schedules.
Estimates/schedules the labor requirements by trade based on engineering plans and product specifications to determine resource requirements in support of repair, fabrication, and/or modernization projects.
Factors in QA and Project Management requirements in the labor estimates/schedules.
Provides schedules in the format required by the Estimating manager.
