Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

Develops, integrates, and implements all aspects of project-related Environment, Safety and Health (ES&H) (including medical and industrial hygiene), processes, plans, procedures, systems, methods and policies critical to the success of ES&H. Ensures that complex requirements are properly interpreted by evaluating and applying appropriate ES&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with ES&H requirements applicable to the assigned project. Provides technical assistance and supervisory direction to other environmental, safety and/or health project personnel. Identifies resources needed to implement the ES&H programs/plans.

Provides technical oversight of the project’s ES&H compliance activities through identification and integration of applicable requirements into project construction plans and schedules and other field execution activities. Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable ES&H requirements in their work activities. #LI-VB1

Job Dimensions:

Supervision Received

  • Receives technical and administrative supervision from the Project ES&H Manager. Receives supervision and work assignments from the Project Manager, works closely and supports Site Manager and Site Leadership for ES&H execution of project.

Supervision Exercised

  • Directly supervises other environmental, safety, and/or health personnel assigned to the project.

  • Provides technical oversight and direction to vendors and/or contractors/subcontractors. May also supervise contract ES&H personnel.

Contacts

  • Maintains relationships with internal organizations, customers, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of ES&H functional responsibilities into project design specifications, construction plans and schedules, and subcontractor bid packages.

  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards as they apply to the project.

  • Maintains frequent communications with representatives of Bechtel or client insurance brokers/carriers to obtain and exchange information on claims and the loss prevention program.

  • Maintains contact with other environmental, safety and/or health personnel to keep informed of changing requirements and to provide technical assistance as needed.

  • Maintains contact with customers and contractors/subcontractors to exchange information on ES&H issues, technical information, and new technologies.

Major Responsibilities:

  • Develops and manages the ES&H program for the Project in accordance with established policies, systems, processes, procedures and methods, client requirements and regulations.

  • Directs and provides functional leadership of construction safety, road safety, occupational health and wellbeing, training/competence, compliance/inspection, risk reduction, culture/behavioral and improvement activities across the Project.

  • Develops and manages Stop Work, Consequence Management and Positive recognition policies and activities across the Project.

  • Leads a team and coordinates with the Project ESH Manager in recruitment, policy administration, compensation administration, and employee development.

  • Ensures that technical requirements are properly interpreted and applied into the ES&H execution plan and procedures.

  • Ensures that ES&H requirements are incorporated into all processes and procedures across the Project, including Human Resources, Contracts/Procurement, Engineering, and Construction.

  • Ensures the ES&H compliance and inspections of project construction activities are conducted to meet contract commitments, and project level policies, procedures, and plans.

  • Ensures the occupational health and wellbeing procedures, rescue, emergency transportation, and evacuation are compliant with local, international finance requirements and company standards.

  • Ensures country, client and Bechtel ES&H standards are integrated into projects and facilities policies, processes and procedures.

  • Advertises the project specific ES&H policies, systems, processes, procedures, and methods with stakeholders including Client representative and Contractors/Subcontractors.

  • Manages project accident/incident investigations, document control and notifications (on and off project).

  • Participates, as directed by the Project ESH Manager and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.

  • Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government ES&H requirements. Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.

  • Provides technical assistance and supervisory direction to other environmental, safety and/or health project personnel.

Education and Experience Requirements:

  • Required bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health, or related discipline.

  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.

  • Experience in supervising all aspects of ES&H on projects or facilities.

  • Knowledge of national ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.

  • Knowledge of engineering and construction systems, methods and work processes.

  • Knowledge of construction planning, estimating, procedures, and execution.

  • Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.

  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control.

  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.

  • Experience in implementing and managing ES&H training programs.

  • Written and oral communication skills at a professional level.

Additional Information:

Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.

This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task.
