Program Manager Bridge Housing 

Classification: Exempt 

$52,500 annually + full benefits, including:

Low-Cost Highmark Benefits, Dental & Vision,

Position Overview

The Program Manager is responsible for the overall operations of the Bridge Housing Program at CHS.

• Serve as the leading resource for homeless support, information, and best practices and protocols in Southwestern PA for persons experiencing homelessness or who are at risk for homelessness and persons experiencing mental health needs that require a residential facility or assistance within their own residence.

• Ensures completion of Quality Assurance Audits of all files (client/staff) to make sure of compliance with HIPAA, relevant laws, licensing, and monitoring bodies.

• Provide exceptional and compassionate social support services.

• Integrate the voice of consumers with program quality initiatives and services.

• Collaborate with and act as a resource for other local organizations and providers.

• Responsible for overseeing the administration of the program and staff by leading the vision, direction, long-term planning, and quality improvement

Key Responsibilities

• Plan, execute, and provide oversight of programming related to residential programs and behavioral health referrals.

• Increase outcomes aligned with the program’s overall mission to support individuals experiencing homeless or who are at risk of homelessness and/or individuals experiencing mental health needs by meeting participants where they are at through support of staff, peers, service providers, and community partners.

• Address operational, personnel, consumer, or administrative issues and communicate with the director, as well as with service providers, regulating agencies, consultants, etc.

• Ensures program compliance with laws/regulations from licensing or monitoring bodies.

• Provides financial oversight of the programs, ensuring all programs operate efficiently and on a balanced budget.

• Generate reports for monitoring/invoicing, including all billing requirements under the Department of Human Services, Office of Behavioral Health and other funders.

• Oversees all building coordination including unit inspections and maintenance needs.

• Research best practice, evidence-based approaches to inform program development/growth.

• Supervises and supports all direct report staff inclusive of conducting performance appraisals and arranging for appropriate training for staff development.

• Develop a professional and therapeutic relationship with participants of the program while maintaining and modeling appropriate personal boundaries.

• Ability to work and travel independently.

A high school diploma or equivalent, along with a combination of work, education and life experiences as approved by the agency and funder. External applicants are required to have 3 years supervisory experience. Act 34 Criminal, Act 33 Child Abuse, and FBI Criminal clearances.

Position Physical Demands

The Program Manager will be called upon to engage in physical activity related to general office work, including the capacity to lift to 15lbs and stand or sit for extended periods. Also, the ability to walk up and down steps and physical activity related to cooking, cleaning, and general household maintenance.
