Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is being filled under the Direct Hiring Authority (DHA) for Defense Acquisition Workforce Positions in accordance with Section 1109, NDAA FY20, Public Law 116-92 and 5 USC, Section 9905.

Responsibilities

This announcement will be utilized to fill vacancies at the GS-5 or GS-7 level as vacancies occur.

Utilizes innovation for strategic decision-making in the acquisition process.

Formulates the contracting approach to be taken that will best satisfy the requirement. Determines the type of contract best suited to the requirement, develops by special clauses and terms and conditions applicable to this solicitation.

Performs cost and price analysis for all negotiations to determine fair and reasonableness of price.

Throughout the life of the A/E, supply, and service contracts, maintains liaison with the contractor to interpret contractual obligations and to resolve problems.

Terminates contracts for default or convenience and negotiates settlements. Issues cure and show cause notices when the contractor is not in compliance with contract provisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) - OR -

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-5: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. GS-7: One year of specialized experience which includes micro purchases, purchase card purchases and simplified acquisition procedures (SAP) or similar contracting work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management .

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
