DESCRIPTION OF WORK This position functions as an engineering position located in the Southwest Region. Under the direction of the Regional Waterways and Wetland Civil Engineer Manager Hydraulic/Environmental Engineer Manager in collaboration with guidance from Bureau of Clean Water, this position is responsible for the management of Clean Water infrastructure projects funded by State Revolving Fund (SRF) Program through the Bipartisan Infrastructure Law (BIL). This position involves engineering work in the field of hydrology and hydraulics as required for implementing the statewide programs on waterway management and flood plain management mandated by the Dam Safety and Encroachment Act, The Clean Streams Law and the Flood Plain Management Act. This position also may include work related to the United States Environmental Protection Agency's State Revolving Loan Fund administered by DEP and PENNVEST. The funding program provides funding to eligible entities for the construction of wastewater collection, conveyance, and treatment facilities, and discharge facilities. This position also provides support to potential SRF applicants to bolster BIL opportunities for project funding. This position also will collaborate with the PENNVEST-selected third party technical assistance provider for permittees to help ensure applicants are receiving proper guidance relative to the applicable program requirements. This position will be responsible for the previously described work within multiple regions as workload dictates and work is assigned.
If hired as a civil engineer trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Civil Engineer Hydraulic.

Work Schedule and Additional Information:
Full-time employment. Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Travel required for site visits. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $64,861 (before taxes). REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or A bachelor's degree in civil engineering, or in a closely related field, which includes or was supplemented by major course work in civil engineering; or An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
