Posting Summary
Rutgers, The State University of New Jersey is seeking a Grants Administrator for the Brain Health Institute of Robert Wood Johnson Medical School within Rutgers Biomedical and Health Sciences (RBHS).The primary purpose of the Grants Administrator is to be responsible for the management of all sponsored grants, contracts and other non-sponsored accounts and related functions associated with research and institute-related activities at the Rutgers Brain Health Institute (BHI) and its Centers. The Grants Administrator will be responsible for assisting BHIadministered faculty with budget development for grant proposals. They will be entirely responsible for post award budget management, including establishing the accounts and approval hierarchies, tracking, and monitoring individual expenditures, projecting expenses and balances, and providing monthly financial reports to each BHI-administered faculty. They will also track and monitor revenue and expenses of endowments and non-sponsored accounts administered by BHI and provide monthly reports. The Grant Administrator will need to be well versed in navigating Rutgers financial and administrative systems and Rutgers policies. They should be able to quickly learn and adapt to new systems and policies adopted by Rutgers and act as a liaison with other University departments. Requires extensive experience with research and sponsored programs administration in an academic environment. Among the key duties of this position are the following:
  • Responsible for proactively helping faculty, administrators, and other staff develop budgets in a timely manner for grant applications to Federal, State, Corporate and other funding agencies.
  • Know, and stay updated on, the rules, regulations, and requirements for developing grant application budgets at Rutgers and funding agencies.
  • Follow funding agencies requirements, work with Rutgers Office of Research (Pre-Award) unit and Research Financial Services (Post-Award) to quickly set up project accounts for sponsored grant awards and sub-awards. Manage and conduct routine follow ups on sub-awards setup, invoicing, and payments in a timely fashion. Ensure that projects are established with the correct project budget parameters.
  • Work with Rutgers Health Chancellor's office and other Rutgers departments and units to set up non-sponsored accounts for faculty and center start-up awards administered by BHI in a timely manner.
  • Work with Rutgers Procurement and Concur Expense Management system staff to expeditiously set up approver hierarchy for all new accounts. Monitor monthly to ensure all approval hierarchies for each active account is accurate.
  • Actively monitor personnel and non-personnel expenses on sponsored awards to ensure adherence to approved budgets. Rectify errors in a timely manner. Provide monthly budget reconciliation reports indicating variances and projections for each account to BHI leadership and pi s.

  • Routinely meet with PI and/or their administrative staff to provide award updates, and devise action plan for corrective measures on concerning issues. 9. Analyze fund balances to calculate burn rate for progress reporting, projections, no-cost extensions, carry-over requests, and close-outs of research/grant awards per the funding agency rules and regulations as well as Rutgers policies.
  • Reconcile award expenses with approved budget to avoid cost over-runs per Sponsor and University guidelines.
  • Prepare and submit Journal entries and other required transactions for all salary and non-salary expenses, all fringe corrections/accruals, F&A distributions. Set up salary allocations (i.e., Employee Charging Instructions).
  • Prepare summary financial reports that are understandable to faculty and other staff and review as requested.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in Financial Accounting, Business Administration, Health Administration, or a related field plus at least three (3) years of related experience involving research and sponsored programs administration in a higher education environment.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Knowledge and expertise of Federal and State agency regulations, policies, procedures and laws applicable to sponsored program activities.
  • Knowledge of computer programs, including MS Word, Excel, Outlook, Access, PowerPoint and Adobe Acrobat.
  • Outstanding human relations and leadership skills and the ability to function in a team environment.
  • Must be able to work under pressure, prioritize and meet multiple grant submission and other administration deadlines, and be capable of quickly learning and adjusting to external and internal software systems.
Preferred Qualifications
  • Master's degree with two (2) + years' experience.
  • Experience with the Financial and Reporting Systems currently used by Rutgers, including Oracle ERP Cloud, Oracle Hyperion Planning software, Tableau and advanced command of Excel functions.
  • Knowledge of research accounting principles (2 CFR Part 200 - Uniform Administrative Requirements, Cost Principles and Audit Requirements).
  • Proficiency with Rutgers Research Administration and Proposal Submission System (RAPSS).

Physical Demands and Work Environment
PHYSICAL DEMANDS: Standing, sitting, walking, talking and hearing. Sitting at computer for length of time. Manual dexterity and vision sufficient for computer data entry and data analysis. May need to lift small objects/packages up to 25 pounds. Must be able to perform detailed work, work productively under time constraints to meet multiple grant submission deadlines, and manage multiple tasks.
WORK ENVIRONMENT: Fast-paced office setting. Moderate background noise. This position requires occasional evening and weekend hours as needed to meet grant submission deadlines.
