POSITION DESCRIPTION:
The Purchasing Clerk manages all ordering and invoicing activities supporting the infrastructure of the Educational Programs, which include three Youth Challenge Programs, three STARBASE Programs and one Job Challenge Program. Creates and updates State purchase orders into the La Gov. Systems. Helps implement and maintain a tracking system in order to track purchase orders to ensure proper delivery of commodities purchased, make sure proper commodities are delivered and vendors are paid in a timely manner. Will provide monthly status updates for any open or unresolved purchases and encumbrances for Educational Programs. Assists in managing all fixed charges, contracts and coordinates with contract vendors on the execution of the contract. Will assist in the preparation of current financial reports as well as summarize and forecast for future growth and general economic outlook. Incumbent will assist in the monitoring of status of funds with respect to authorized budget along with analyzing expenditure, encumbrances and revenue to identify trends and potential funding problems. Ensures all state year close out tasks and suspense dates are communicated with each program and completed prior to deadlines for all 7 Educational Programs. Will be prepared to participate in the consolidated Fiscal and Purchasing Section formed during State emergency Rehearsals and events located at Training Center - Pineville, LA or any other location as dictated. Must maintain and wear all safety related equipment and/or report any violations or deficiencies. Manage Fed Ex mailing account. Ensure that the Director and/or Deputy Director are informed of any violations reported and follow up to ensure it is corrected. Maintain accountability of all equipment and ensure date cards are up to date. Maintain and practice good environmental protection measures. Executes all other duties and responsibilities as assigned.
POSITION QUALIFICATIONS:
Detailed knowledge of the La. Gov system. Detailed knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint, Access, etc.) and Business Objects. Bachelor Degree preferred in related field.
GENERAL: Must have a valid Driver’s License, Social Security Card and Birth Certificate. Must qualify to obtain a Department of Defense Common Access Card (CAC) Card. Periodic travel may be required. Must be available to report to duty during emergency or disaster situations. Must have the ability to work and communicate effectively with agency personnel, peers, superiors, subordinates and the public.
OTHER REQUIREMENTS: Must meet physical requirements to perform functions of the position. Must attend/complete all LMD annual training and other training required for the position. Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.
