U.S. Army Contracting Command SUPERVISORY CONTRACT PRICE/COST ANALYST in Picatinny Arsenal, New Jersey

About the Position: The Army Contracting Command provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining for multiple Army commands. This NH-04 position has a control point to the GS-14 Step 10 pay. Responsibilities Serve as the Chief of the Cost-Pricing Office with responsibility for managing the activities associated with the timely evaluation and negotiation of contract proposals for contract execution, administration and termination. Serve as the leading technical expert and principal advisor to the Principal Assistant Responsible for Contracting (PARC), Division Level Center Directors and customer organization on cost and pricing matters related to acquisition strategies. Serve as a member of pre-solicitation and contract award boards, member of Source Selection Evaluation Board or Source Selection Advisory Council for procurement actions. Oversee and manage higher echelon policies, regulations, directives, public laws and procedures relative to acquisition and contracting. Develop and monitor the implementation of policies and procedures to promote cost/price principles. Oversee the overall planning, direction and timely execution of projects and work assignments. Oversee goals, objectives and execution of work assignments for subordinate personnel. Mentor/train subordinates to develop skills/knowledge in the full range of functional responsibilities. Conduct long-range planning for the assigned subordinates including resources, projects and programs while conducting periodic and comprehensive evaluation of goals and objectives for subordinate managers/supervisory personnel. Make decisions regarding work problems presented by subordinate managers/supervisors and personnel. Perform performance evaluations of subordinate supervisors. Review evaluations of non-supervisory employees rated by subordinate supervisor. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Providing advice to personnel on acquisition planning, solicitation, negotiation, contract award, post-award administration, and procurement management functions; 2) Evaluating and recommending input into cost-price analysis of procurements; 3) Forecasting and recommending cost price models that utilize various statistical techniques; 4) Reviewing industry information, cost history, vendor quotes and other appropriate data; 5) Reviewing independent government cost estimates for contracting actions to compare contractor proposal to government estimates; 6) Participating in the contract negotiation process as a Cost/Price representative. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
