United States Army Futures Command Program Analyst in Picatinny Arsenal, New Jersey
Summary This position is in the ESIC located within the U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) which serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems. Responsibilities Serve as a Program Analyst to provide daily oversight of all activities of the financial team supporting an AC competency directorate Ensure financial resources are available to support the organization’s mission. Serve as the primary interface between supported management and supervisor. Coordinate the preparation of financial information and insure conformity to law, policy, guidance, and instructions. Apply in-depth knowledge of the financial and business processes to determine requirements and/or change in program proposals for approval. Work all Phases Planning, Budgeting and Execution (PPBES) of all funding to include D-RDTE, D-OMA, Customer Reimbursable, and Indirect Accounts. Responsible to advise CDs on alternatives to achieve resource goals and initiatives. Determine the need for special reports that reflect the distribution, and utilization of resources. Utilize enterprise resource planning systems, special applications, and/or reporting tools to enter and retrieve data for analysis and execution of transactions. Serve as coach, facilitator, in coordinating team initiatives among team members. Foster Teamwork and supports IPT’s. Require written and verbal communication skills to prepare, justify and defend recommended course of action. To qualify for the DE-02 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following: 1) Develop new operating procedures and methods for the organization to utilize during projects. 2) Provide input to develop financial documents for review by senior leadership. 3) Measure the compliance required on new regulations/policies and write implementing instructions for approval. 4) analyze established administrative methods and procedures throughout the organization and consider the flow of work among two or more organizational segments and externally to other organizations. OR Successfully completed 2 years above high school education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as program management. OR Have the specialized experience as described in A, but less than one year; and I have at least two years above the hight school level as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required This is a Direct Hire Mission Support Position. Term Appointment NTE six years - Position may be filled as a Term Appointment NTE six years. Term appointments may be extended beyond of six (6) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Selectee must be informed in writing regarding the nature and consequences of accepting the appointment. The selectee must complete the Statement of Understanding - Conditions of Term Appointment or Statement of Understanding - Conditions of Temporary Appointment. Command may appoint using the Flexible Length Renewable Term (FLRTA) Authority. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
