As a Capacity Provisioning Specialist at Lumen, your role will be to review, interpret and analyze technical drawings, specifications, topographical maps and other records of company assets ( pole location records, loop makeups, construction or engineering work prints and/or maps ) as part of the capacity provisioning process work. Identify, format, and enter information into various databases (NJUNS JRM, JDS, ALDEN ONE).
The Main Responsibilities
Investigate and resolve discrepancies among records and systems in a timely manner.
Use computer-aided design software ( COE-FM, CAD ) to perform various tasks, including but not limited to: preparing the antenna sketches required for FCC license applications demonstrating an understanding of Microwave Radio.
Interact with customers, various internal departments and vendors regarding the capacity provisioning process ( complaints, requests, inquires, sharing information). Interface with vendors, contractors, and suppliers to procure good and services and resolve billing problems. May negotiate terms of contract and prepare and edit the documents.
Assist field engineers with providing assistance to field operations and work with other process personnel to resolve problems with work orders/assignments. Assist field engineers with interface among developers/contractors to negotiate terms of contracts, to ensure contractual requirements and responsibilities are met and to determine coordination requirements for placement of facilities in new developments.
Assist field engineers with coordinating and processing requirements for local joint use with other utilities and cable providers.
Perform special job review projects ( full process state reviews , Highway audits )
Prepare, type and/or edit and track engineering drawings and legal documents ( Right of Way , acquisition and release , Land Developments agreements, government permits, state and federal land leases, FCC licenses )
Provide public utilities, municipalities and government agencies with outside plant record information related to design of public improvement projects.
Follow up with customer, technician or other departmental employees to ensure service affecting work is being or was accomplished by the committed due date.
Assign functional accounting codes and engineering codes as required.
Track, maintain and research pole location records for assert accounting. Ensure that liability insurance is current.
Process invoices for damage claims, pole related construction payments, permit fees, right of way payments, etc., to avoid fines and/or penalties. Reference contracts to determine billing rates for jointly-owned poles, sale/transfer or poles, attachments to poles and non-compliance of regulations. Perform collection activity as necessary.
Utilize national pole database systems ( National Joint Use Notification- NJUNS, Joint Pole Notification-JPN, Joint Foreign Notification-JFN ) to interact and manage pole inventory with other utilities, CLEC's, cable companies, etc., Act as a liaison between engineering staff and other entities regarding poles.
Perform advanced and complex admin duties (end of month reports, budget functions requiring ability to review, analyze and reconcile data of a complex nature from multiple sources.
What We Look For in a Candidate
3-5 years of job related experience- experience in telecommunications, billing, finance, and/or accounting would be relevant
A Bachelor's degree is preferred, but not required
MS Office experience
Team player mindset, organizational skills, and high attention to detail
