Philadelphia Housing Authority Program Administrator -Violence Prevention in Philadelphia, Pennsylvania

Marketing Statement

 

*Under General Supervision, the *Program Administrator works to assist individuals who have been impacted by violence and crime, and who are connected to the criminal justice system, in obtaining housing through the Philadelphia Housing Authority's public housing and Housing Choice Voucher programs. Through in-home and telephonic interactions with these individuals, the incumbent will obtain the required information to evaluate and make recommendations on the appropriate housing program, and will coordinate with PHA staff, and partner organizations, to transition the individuals into housing. The incumbent will make referrals and connect families to PHA's Licensed Social Worker for additional interventions, referrals and support as appropriate. Responsible for the collection and sharing of data regarding participant's housing status with the City of Philadelphia (GVICC department), resident council and PHA chain of command.

Salary: $55,000-$58,000

Note: This is a grant funded position, with an anticipated three (3) year term.

 

Qualifications

 

Minimum education

  • Bachelor's Degree in Human Services, Social Services, Social Work, Communications, Public Administration, or Sociology and/or related equivalent combination of work experience and education.

Minimum experience

  • 3  years of related job experience working with and or community outreach activities

  • Interpersonal skills to deal with individuals impacted by violence

  • Ability to handle multiple tasks or willingness to work in different locations.
  • Proficient with Microsoft Office Suite, Microsoft Excel or related software.
  • Bilingual: English and Spanish preferred

Certifications, Licenses required

  • Requires possession of a valid Commonwealth of Pennsylvania Class C Driver's License.

Supervisory responsibilities

  • None

Work environment

  • Normal office environment and various PHA property sites, and residence locations.
  • May be assigned to work evening hours, and weekend hours.

Physical Demands, Activities and Environmental conditions

  • Sedentary work that primarily involves sitting/standing.
  • Must be able to lift up to 15 pounds at times.

Travel required

  • Travel to various PHA Philadelphia residential property sites.

     

Responsibilities

 

Essential functions

  • Acts as the liaison between GVICC, Housing Choice Voucher and Admissions to ensure that housing applications and paperwork for participants are submitted accurately.
  • Communicates  the variants between departments to participants and GVICC based on PHA's Admissions and Housing Choice Voucher processes
  • Moderates the allocation of resources for a variety of social service programs, resources and support services and ensures that participants are referred to appropriate programs for efficient resource allocation.
  • Will be able to review housing applications and identify corrections or adjustments needed prior to submission.
  • Work in collaboration with the Housing Choice Voucher unit and Admissions specialist to securing appropriate housing for participants.
  • Compile data via Microsoft Excel and PHA Customer Relationship Management (CRM) software to track participant's progress in securing appropriate housing.
  • Make home visits to participants who are victims of crime or perpetrators of crime, to ensure stabilization and positive acclimation into their housing unit.
  • Keep the supervisor of participant's progress about obtaining appropriate housing
  • Ensures that the data tracking system is being updated in a timely and accurate manner
  • Create and maintain professional relationships with PHA Property Managers, PHA Resident Council and internal PHA staff to ensure a positive work environment.
