Environmental Protection Agency Environmental Protection Specialist in Philadelphia, Pennsylvania

Summary This position is in Region 3, Superfund and Emergency Management Division, Program Support and Cost Recovery Branch, Cost Recovery Section. About Region 3: R3 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Assist in planning and conducting investigations to identify potentially responsible parties (PRPs) at Superfund sites for the purpose of obtaining their performance of and/or payment for response actions. In collaboration with other site enforcement team members, assist in preparing a variety of documents needed to develop and resolve (i.e., settle or litigate) enforcement cases against PRPs. Assist in preparing materials to be used in verbal and written briefings. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. If you are selected, you may be required to complete a one-year probationary period. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. This position requires the use of personal protective equipment (PPE). Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-05 level, you must have one of the following: • 3 years of full-time general experience, 1 year of which was equivalent to at least the GS-04 level, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing • 4-year course of study leading to a bachelor's degree in any field • equivalent combination of education and experience To qualify for the GS-07 level, you must have one of the following: • 1 year of full-time* specialized experience equivalent to at least the GS-05 level defined as collecting, reviewing, and/or preparing reports of non-technical information related to environmental protection • 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition); the education must provide the knowledge, skills, and abilities necessary to do the work of the position • equivalent combination of education and experience Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the Comprehensive Environmental Response, Compensation, and Liability Act (CERLA)/Superfund technical and enforcement programs.
