Position Description/Posting Details S1191PThe Director of Public Safety Compliance and Investigations is responsible for overseeing federal and state reporting and investigatory mandates, including but not limited to compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crimes Statistics Act Clery Act and Title IX of the Education Amendments of 1972 Title IX. The Director of Public Safety Compliance and Investigations manages and often conducts investigations related to criminal and non-criminal cases, University policy violations, and risk management incidents. This role involves conducting investigations, writing and/or reviewing and submitting final investigative reports to the Assistant Vice President AVP of Public Safety, representing the Public Safety Department in Student Conduct hearings and Students of Concern group, and managing other sensitive fact inquiries and investigations. The Director also maintains liaison with federal, state, and local law enforcement agencies and ensures proper handling of contraband and property by staff. Additionally, the Director serves as part of the Department/University on-call team and the University's Emergency Management team. * Conduct timely review of all University and Philadelphia Police Department incident reports to determine need for community notification and investigation. Draft safety alerts/timely warning notices as necessary. * Supervise the Investigator in Public Safety. * Provide reports and notifications to other La Salle University offices and the Philadelphia Police in a timely manner, and assist with additional follow-up when necessary. * Oversee and coordinate all Public Safety investigations of campus incidents, ensuring timely, thorough, and appropriate completion. Responsibilities include developing investigative plans, assigning tasks to personnel as needed, coordinating interviews with complainants, respondents, and witnesses, utilizing available security technology, and maintaining comprehensive documentation of all investigations. * Conduct and document other sensitive fact inquiries and investigations, including but not limited to reported Title IX violations, reference checks on selected Public Safety candidates, internal investigations, and collaboration with the Office of Human Resources on workplace incidents, as needed. Ensure thorough documentation and adherence to investigative best practices through all processes. * Analyze incident report data to identify trends and recommend appropriate actions to mitigate potential concerns. * Coordinate and compile crime statistics to ensure compliance with the Clery Act, Pennsylvania Act 73, and other relevant regulations. Responsibilities include drafting the Annual Security Report ASR, collecting and consolidating data from external agencies, working closely with Student Conduct to reconcile statistics, and managing the online submission of required data e.g., monthly reports for Act 73 and annual reporting for Clery. * Direct maintenance of contraband and property, including the lost and found, related record keeping, training staff on proper handling, coordinating return to property owners when known, and turning contraband over to the Philadelphia PD for destruction when appropriate. * Represent Public Safety in Student Conduct hearings. Serve as part of the Public Safety monthly after-hours on-call team rotation and the University's Emergency Management team. * Respond to general campus incidents, in person or via remote means, as necessary and appropriate, and provide back up support to other offices during sensitive situations. * Assist with administrative tasks required of management for all Public Safety staff. * Assist with special projects and other related duties as assigned. 1 * Bachelor's degree or higher in Criminal Justice, Public Safety, Law Enforcement, or a related field, or an equivalent combination of education and directly related experience. * Minimum of 5 years work experience in campus law enforcement or public safety, or directly relevant experience in conducting investigations. * Demonstrated experience conducting complex investigations, including criminal, policy violation, and compliance-related cases. * Demonstrated experience and training in conducting investigations into allegations involving sexual assault, stalking, dating violence, and related crimes. * Comprehensive knowledge of federal and state regulations, including Clery, Title IX, VAWA and other higher education compliance mandates. * Strong investigative, analytical, and problem-solving skills, with the ability to assess situations and make sound decisions based on facts and evidence. Excellent written and verbal communication skills, with the ability to produce detailed and accurate reports. Proficiency in using investigative tools, security technology, and data management systems. * Title IX Investigator training from a recognized certifying organization or ability to complete within 6 months of hire. * AED/CPR certified or ability to be certified within 6 months of hire. * Comprehensive understanding of the diverse nature of university public safety. * Demonstrated experience with use of technology including security technology. * Excellent interpersonal and written communication, organization, and leadership skills. * Knowledge of and commitment to the mission of La Salle University. * Master's degree or relevant certifications e.g., Certified Public Safety Investigator, Title IX Coordinator is preferred. * Title IX Investigator training within the past 4 years from a recognized certifying organization e.g., ATIXA, NASPA. * Completion of a certified Clery training program in the last 4 years. * 5+ years of campus law enforcement and/or public safety experience. * Previous supervisory experience. * Incident Command and National Incident Management Systems certifications. * Must be able of navigate around campus on foot or other non-vehicular means, with or without reasonable accommodations, to respond to incidents and perform duties in a timely and effective manner across various campus locations. * Serve on a monthly basis in an on-call capacity. * Will be required to work outside of normal business hours and in reduced campus operations periods when circumstances dictate.
