The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Installation and Mission Support Center (AFIMSC), Detachment 1. Responsibilities This position supervises the Programs Development Division, responsible for integration and development of critical facility and infrastructure requirements in support of USSF installations and operating locations. The Programs Development Division Chief leads development of six major programs for the United States Space Force, including Facility Operations; Facility Sustainment, Restoration and Modernization; Military Construction; Dormitories; Demolition; and Civil Engineering Cybersecurity programs, prioritizing inputs and informing critical leadership decisions. This role also requires regular coordination with staff at the US Space Force HQ, Field Commands, and installations; the US Army Corps of Engineers; and staff at AFIMSC headquarters and the Air Force Civil Engineer Center in San Antonio. SUPERVISORY CONTROLS: Provides general assignments related to functional responsibilities, delegates commensurate authority to effectively accomplish assigned functions, and provides broad outlines of organizational policies, objectives, guidelines, and procedures. Employee is expected to effectively accomplish all functional activities in a timely manner with minimum guidance and assistance. Problems of unusual difficulty or of a precedent-setting nature are discussed with the supervisor or other persons within the organization having information, knowledge, and authority to provide assistance. Work is reviewed to ensure accuracy, adequacy, completeness, and fulfillment of functional responsibilities. Duties for this position typically include : Plans, organizes, and directs the activities of the Civil Engineer (CE) Division, ensuring that the CE mission complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the organization with a variety of installation and functional area organizations. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): Knowledge of multidisciplinary professional engineering, safety and security regulations, practices, and procedures, and resource management practices and procedures for operations, projects, services, needs and goals of the programs and organization studies served, and related customers, functions, resources, and users. Knowledge of planning and program management to execute major projects, provide expert advice to colleagues and superiors, and present innovative recommendations for advancing programs and/or methods. Knowledge of current practices in facilities planning, operation and maintenance, real estate and real property programs, including MILCON Programming processes. Knowledge of standard contracting regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available sources. Education Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
