U.S. Northern Command OPERATIONS SUPPORT SPECIALIST in Peterson AFB, Colorado

Responsibilities PRIMARY PURPOSE: to serve as a staff officer for Civil Support (CS) planning and operations in the CS Branch, USNORTHCOM J35 CS Division. The incumbent works and coordinates Defense Support of Civil Authorities (DSCA) operations regarding deliberate and contingency planning across the land, air, maritime, and cyber domains for the Homeland and within the USNORTHCOM area of responsibility (AOR). DUTIES: Serves as the NCJ35 CS Division, CS Branch Subject Matter Expert (SME) for DSCA and Foreign Disaster Relief (FDR). Performs duties as a Joint Interagency Coordination Group (JIACG) coordinator for the NORAD and USNORTHCOM Interagency Coordination Center (ICC) and as directed by the NCJ3. Participates in deliberate and crisis action planning discussions, meetings, committee, or special projects, and as assigned, any NCJ35 Division/Branch collateral duties. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include thorough knowledge and understanding of the current missions, capabilities, organization, and operations of the following is required: USNORTHCOM, other unified commands, the military services, the National Guard, the Reserve forces, DHS (and its components), FEMA, HHS, DOS, DOJ, DOE, USAID/OFDA, and other civil agencies or organizations with potential implications for USNORTHCOM CS and FDR missions. Thorough knowledge of current military law, joint doctrine, joint plans, policies, doctrine, and practice, as well as a comprehensive understanding of U.S. Government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security requirements and arrangements, and other pertinent laws, doctrine, policies, and procedures. Master knowledge of CS and FDR policy and doctrine; DOD military command and control operations, areas of responsibility of the Geographic Combatant Commands, combat operations at both the operational and strategic levels of war. Master knowledge of military concepts and principles; DOD military command and control operations, command and control of military forces, and geographical areas of responsibility as pertains to the Geographical Combatant Commands, air, land, maritime, and cyber combat operations at both the operational and strategic levels of war. Practical and professional knowledge of a wide range of Services' military technical methods, principles, and practices. Substantial knowledge of network systems and the communications pathways by which data is transmitted (i.e., SIPR, Joint Worldwide Intelligence Communications System (JWICS), Homeland Security Information Network (HSIN), and WEBEoC) and network handling/business restrictions with interagency information (i.e., law enforcement sensitive (LES) and sensitive but unclassified (SBU)). Thorough knowledge of DOD and interagency information security policies and procedures, such as special access programs and highly sensitive classification and handling instructions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of joint policies and procedures; DoD agencies, joint organizational structures; national intelligence organizations; and federal, state, tribal and private sector organizations for response to manmade and natural disasters and emergencies. Knowledge of military doctrine and military strategic and tactical concepts, principles, and processes. Knowledge of civil support, foreign disaster relief, and consequence management operations and planning. Knowledge in executing deliberate and crisis action planning within a combatant command headquarters. Knowledge in gathering, assembling, and analyzing facts, drawing conclusions, conducting analyses, devising recommended solutions, and packaging the entire process in briefings, papers, or reports for executive and national decisions regarding domestic events, or international events (i.e., in the NC area of responsibility). Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. Skill in use of suite of collaborative tools, including knowledge of analytical and evaluative methods and techniques to conduct studies and evaluate results for the effective management and completion of projects. Skill in oral and written communication in order to negotiate and defend ideas and support operational concepts. Ability to respond in a high stress environment to intense foreign and domestic event situations, make critical characterizations judgements, formulate recommendations that may have major national impact/consequences, and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
