Responsibilities Serves as a mobility, transportation, and logistics planning specialist. Serves as the Command focal point for mobility and transportation logistics. Responsible for the Command Vehicle Program. Responsible for the J47 Mobility Division budget and resource management. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Employee may be required to complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As part of maintaining crew qualification, employees are required work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. YA001 = Eligible for regular and recurring telework, not remote. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, functions, programs, policies, structure, and operational capabilities of NORAD and USNORTHCOM in order to plan and evaluate mobility, transportation, and logistics activities, determine mission readiness and sustainability and promote an understanding of and conformity with command objectives. Comprehensive knowledge of DOD directives, manuals, instructions, and Joint Publications affecting mobility, transportation, and logistics functions and operation to identify and resolve any issues that can affect negatively to mobility, transportation, and logistics support. Knowledge of DOD, Joint, and other COCOM mission goals and objectives, and the relationship of the various offices involved in planning and execution of military operations and assessments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Joint, Army and Air Force mobility, transportation, and logistics doctrine. Knowledge of the joint planning process and the Joint Planning and Execution System (JOPES). Knowledge of a wide range of transportation, logistics, command-and-control automated information systems and data base, word processing, and slide producing application programs. Skill in reviewing writing logistical plans and other functional and technical documentation. Skill in applying analytical and evaluative methods and techniques to mobility, transportation, and logistics support activities. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to identify issue, develop, and articulate innovative solutions concerning transportation operations. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities and organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
