Summary About the Position: Serve as the Resource Manager for the Army Special Programs Directorate (ASPD), working at the Department of the Army (DA) Staff level with oversight responsibility in support of Agency wide mission funds, and carries out the full complement of budgetary operations necessary to support the Army's most sensitive compartmented programs. Located in Arlington, VA. Responsibilities Serve as the Army resource management point of contact for all Army Intelligence, Acquisition, and Operations and Support Special Access Programs (SAP) and other selected sensitive activities. Perform all aspects of the planning, analysis, formulation, justification, presentation, execution, and review of current and prior year budgets and reimbursement of funds to the Army. Collaborate with senior specialists and professionals in Army, DoD, and other government agencies to resolve complex budgetary, reprogramming, and oversight issues of SAP funds. Advise the Executive Director of ASPD, internal and external Staffon all matters relating to resource management and planning issues. Prepare and provide oversight of the Program Objective Memorandum, Budget Estimate Submission, and the Annual SAP Report to Congress. Monitor and review program budget performance objects, obligations, and execution through examination of accounting records and Planning, Programming, and Budget Execution (PPBE) data queries, using (PPBE) tools. Develop Army SAP budget policy guidance and performance criteria to ensure compliance with DA goals, and Federal Manager’s Financial Integrity Act and applicable OMB, DoD and Army policies and regulations. Specialized Experience: One year of specialized experience which includes providing assistance on all phases of budget administration, such as monitoring the execution of approved budgets ensuring effective use of resources; formulating, justifying, and executing assigned budgetary programs; providing oversight on a variety of reports such as, Program Objective Memorandum (POM), Budget Estimate Submissions, and the Annual Special Access Program (SAP) Report to Congress; identifying funding problems and recommending courses of action in accordance with policies and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Oral Communication Organizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
