Office of the Chief of Staff of the Army PROGRAM ANALYST (DATA MANAGEMENT) in Pentagon, Virginia

Summary About the Position: Serve as a Program Analyst for the Headquarters Department of Army (HQDA), G-3/5/7, Directorate of Strategic Operations (DAMO-SO) and Strategic Operations Enterprise (DAMO-SOE) Division. Incumbent performs data management for the Department of the Army (DA) Training and Readiness (T&R) Domain Data Steward (DS) of the Business Mission Area (BMA), and related agency systems. Responsibilities Establish, plan, and direct data management, protection, and analysis across DA G-3 in furtherance of DoD's RDIM objectives. Identify and share analytics talent education opportunities and identifies, educates, and uses analytics talent across the T and R Domain. Serve as an expert, consultant, and advisor regarding the application of scientific and statistical standards to data evaluation and analysis in the development of high-priority analyses and actionable metrics. Develop enterprise-wide policy and guidance to specify, when data is aggregated and integrated into operations, how the classification level of data may change and how to further protect its dissemination and use throughout its life cycle. Develop initiatives and techniques for improvement to business system practices, performance, and automated reporting processes and systems. Coordinate the development and overall quality and timeliness of data strategy and data implementation guidance and products. Monitor suspense dates and maintains contact with other organizations to provide guidance. Provide instructions and assistance to high level customers, to include briefings to the DSO, and researching data anomalies back to the original source and working to resolve. Specialized Experience: One year of specialized experience which includes advising senior leaders on data management within an organization; implementing data protection procedures; developing policies and standards impacting data management; and providing solutions to data management applications and systems issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
