U.S. Air Force - Agency Wide Director of Operations Sustainment in Pentagon, Virginia

Summary The Deputy Chief of Staff, Operations Office (AF/A3) at Headquarters Air Force (HAF), is responsible for directing policy and guidance on operational training, readiness, and the employment of air, space, and cyber power across the total force. Responsibilities The Deputy Chief of Staff (DCS), Operations Office (AF/A3) manages a staff of over 1,128 personnel and ensures the Air Force's operational effectiveness through strategic planning and global force management. The Director of Operations Sustainment (DoS) is a key leadership position that provides executive leadership, management, and oversight for three divisions: Data Digital Enterprise, Enterprise Operations, and Weather. Further, the Director of Operations Sustainment: Develops and oversees the preparation of testimonies for Congress on operational readiness and other key issues. Prepares senior leaders, including the Secretary of the Air Force (SecAF), Chief of Staff of the Air Force (CSAF), and Deputy Chief of Staff for Operations (AF/A3), for Congressional hearings and inquiries. Develops, articulates, and oversees the Air Force's position on operational readiness issues under consideration by the Joint Chiefs of Staff (JCS) and the National Security Council (NSC). Prepares the AF/A3 for meetings with JCS and NSC. Represents the AF/A3 at Joint Staff Operations Deputies and JCS TANK meetings. Prepares senior leaders to represent the United States Air Force (USAF) on operational issues in the Office of the Secretary of Defense (OSD) and Joint Staff decision-making forums. Oversees AF/A3 programmatic and budgetary matters within the Air Force Corporate process. Represents the AF/A3 position at Planners and Programmers meetings, the Air Force Board, and the Air Force Council. Directs resource management activities and provides guidance on the planning and execution of the AF/A3's annual budget of $220 million. Oversees the A3 Data Digital Enterprise and executes delegated Chief Information Officer (CIO) and Chief Data Officer (CDO) responsibilities. Leads the formulation, coordination, dissemination, implementation, and execution of IT and data strategy, plans, policies, and guidance for HAF/A3. Establishes Centers of Excellence at Major Commands (MAJCOMs) to coordinate software development, leverage economies of speed and scale, and prevent redundancies across the Air Force. Requirements Conditions of Employment Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated executive experience overseeing organizations responsible for providing operational forces in response to the needs of senior cabinet level officials by preparing operational concepts, guiding the development of testimony to Congress, and formulating enterprise-level positions on matters under consideration by the Joint Chiefs, Secretary of Defense, and the National Security Council. 2. Demonstrated executive experience leading a large complex operational organization, to include establishing goals, integrating diverse functional capabilities to meet goals, and articulating sophisticated, thoroughly justified positions to influence decisions at the highest levels of executive authority to include planning, programming, budgeting, and resource allocation associated with strategic-level activities and programs. 3. Demonstrated senior level experience, and awareness of national security strategy and the application of aeronautical, and cyber operational capabilities; developing doctrine, policy, guidance, and standards; and Planning, Programming, Budgeting, and Execution (PPBE). B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
