HQDA Field Operating Agencies and Staff Support Agencies Cultural Anthropologist (CHMR) in Pentagon, Virginia

Summary About the Position: Serve as a Civilian Harm Mitigation and Response (CHMR) Human Terrain and Red Team analyst for the Department of Defense (DoD) Civilian Protection Center of Excellence (CP-CoE). Responsibilities Provide functional expertise related to the civilian environment (e.g., civilian population, personnel, organizations, resources, infrastructure, essential services, and systems on which civilian life depends) Assist combatant command, service component, and Joint Task Force staffs on integrating the civilian environment and CHMR into operational planning. Serve on mobile training teams as an exercise/operational/contingency planner to support commands’ planning and training efforts to mitigate and respond to civilian harm. Support joint planning teams (JPTs), operational planning teams (OPTs), and exercise design teams by incorporating descriptions of the civilian environment and helping articulate end-state objectives with respect to the civilian environment. Assist planners in challenging or validating assumptions by checking analytical judgments and intelligence assessments to ensure assumptions are sound and to help minimize bias. Serve as a professional cultural anthropologist, human terrain analyst, and subject-matter expert responsible for conducting and assisting others in analyses related to the civilian environment and potential cognitive bias. Additional information about transcripts is in this document. Basic Requirement for: Cultural Anthropologist (CHMR) Degree: Bachelor's or graduate (or higher level) degree in cultural anthropology. OR Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of cultural anthropology or related course work, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing functional expertise related to the civilian environment; providing cultural analysis to support operational planning teams and exercise design teams; fusing all-source intelligence and cultural understanding of the civilian environment to influence operational decision-making; reviewing project performance to identify opportunities for improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: External Awareness Problem Solving Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
