Office of the Secretary of the Army Budget Analyst in Pentagon, Virginia

Summary About the Position: Work under the general direction of the Director, Management and Control, Army Budget Office. Uses individual initiative in determining and supervising actions involving special analysis and studies dealing with a variety of budget issues. Responsible for independent review and analysis of programs to ensure proper resourcing. Responsibilities Plans, directs, and supervises independent reviews and assessments of Program/Budget efforts of the Army. Supervise a staff of budget analysts/program budget officers and technical support personnel. Direct and supervise special execution analysis of specific Programs to determine trends as well as impacts on budget requests and program levels; conduct comparative analysis; recommend solutions for execution problem areas. Specialized Experience: One year of specialized experience which includes developing and implementing changes to budget processes and underlying automated budgeting systems that are interfaced with accounting systems and programming databases and systems; applying knowledge of legislation directives, and policies pertaining to pricing procedures for all civilian and military manpower programs; determining proper financing programs/appropriations for controversial and sensitive funding issues; determining factors relating to economic changes, changes in accounting and procurement policies and procedures, and/or programmatic changes affecting planned obligations and outlays. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Accounting Analysis Budget Execution Budget Formulation, Justification & Presentation Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
