THE POSITION

This position provides supervisory work in subordinate staff responsible for the care, custody, and control of inmates on an assigned shift in a State Correctional Facility.

Work Schedule: To be determined . Selected applicant will work a 40-hour work week with rotating days off.

Distribution: This posting is open to current Department of Corrections employees only.

This position is eligible for retirement benefits at age 50 or 55.

DESCRIPTION OF WORK

20% Supervises subordinate officers and ensures that all assigned duties are within compliance of policies, procedures, and regulations governing all aspects of care, custody, and control of inmates in an institutional setting. Plans, organizes, assigns, and monitors correctional officer duties. Conducts inspections of all areas in assigned zone to ensure all officers are alert and diligent in the performance of their duties and completes related Commissioned Officers Daily Inspection Report. Monitors officers’ assignments so that maximum effectiveness can be achieved with a minimum of personnel. Conducts semi-annual and annual employee performance evaluations. Conducts interviews for prospective subordinate staff. Provides training to new subordinate staff, and ensures that Trainees are utilized at their appropriate level of training phase. Interprets rules, regulations, policies, and objectives of the institution for subordinates.

20% Oversees daily schedules and facility operations involving Security, Food Service, Plant Maintenance, Medical Service, and Recreational Activities. Plans and organizes inmate movements to and from work assignments, recreational activities, and meal periods. Ensures that all major inmate movements and activities receive adequate supervision and control. Maintains and submits all necessary transport and movement records/reports.

20% Conducts daily tours of inmate housing units and addresses any concerns. Takes, receives, and checks periodic counts of inmates. Monitors the surveillance of institutional grounds, buildings, and inmate work sites for possible irregularities in inmate behavior. Reports any observed changes in the personality, demeanor, and degree of program participation for inmates. Participates in counseling inmates on problems associated with institutional adjustment matters of a personal nature. Maintains and submits all necessary records/reports regarding inmate activities and incidents.

10% Ensures that inmate transports out of the institution are properly processed with adequate supervision. Processes new inmate commitments to include inmate returns from other authority, and afterhours DOC Transportation Bus returns. Oversees the search of visitors and the inspection of incoming and outgoing vehicles, materials, and supplies for the presence of contraband and to prevent escape.

10% Supervises, investigates, and participates in fact-finding sessions concerning violations of the DOC and institutional policies, directives, and procedures by subordinate staff. Issues discipline up to a written reprimand or recommend further disciplinary action to the supervisors. Participate in pre-disciplinary conferences and recommend discipline, as needed. Investigate grievances and present at Step 1.

5% Participates as a member of the support team.

5% Prudently act in crisis intervention and prevention according to established procedures.

5% Attends Monthly Commissioned Officers Meetings.

5% Performs related work as required.

ESSENTIAL JOB FUNCTIONS :

  1. Exercise care, custody, and control over inmates and/or reentrants

  2. Apply physical force and intervention when appropriate and necessary

  3. Supervise, evaluate, and direct the work of subordinate officers

  4. Perform physically demanding tasks, e.g. running, physical control of inmates/reentrants

  5. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp

  6. Be mobile over all types of physical surfaces and levels

  7. Spend prolonged periods of time standing or walking

  8. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions

  9. Work all shifts and posts (except those that require an active PA driver’s license or equivalent)

  10. Operate basic office equipment

  11. Maintain an active PA non-commercial Class C driver’s license or equivalent pursuant to post requirements

  12. Work overtime, with little or no advance notice, whether on or off duty at the time of notification

  13. Maintain regular and reliable attendance

  14. Use and maintain various equipment and tools of the corrections profession

  15. Properly wear all portions of assigned uniform

  16. Effectively communicate verbally and in writing

  17. Establish and maintain effective working relationships

  18. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)

  19. Visually observe inmates’ and/or reentrants’ activities

  20. Administer emergency medical assistance to inmates and/or reentrants and staff

  21. Provide in service and on the job training

  22. Attend and participate in all mandatory training and/or testing

  23. Maintain weapons qualifications per DOC Policy 5.1.1, Section 7

  24. Travel as required

    Responsibilities are designated to this position by the Department of Corrections as well as local policies, procedures, and practices. Makes routine decisions relative to the aforementioned regulations and exercises independent judgment in the performance of daily tasks. Makes decisions along with the Shift Commander and in the absence of any other Administrative Staff for emergency situations which threaten safety and order within the facility. Assumes authority and responsibility for institutional or facility operations where a higher-level corrections officer is not assigned and in the absence of the administrative superior. Regular conferences are provided to ensure adequate supervision, support, and direction.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

ORGANIZATION OR LOCATION RESTRICTIONS:

    ELIGIBILITY - ALL APPLICANTS:

    1. Meet the minimum experience and training (MET's) for the job:

    One year as a Corrections Officer 2 (Commonwealth job title);

    or

    Four years of experience in corrections security work in a Pennsylvania state or county corrections facility. ( Note: Persons seeking employment under this option will be required to successfully complete, or have completed, a training program conducted by the Department of Corrections.)

    Please Note : Certain SCI Corrections Officer positions will require applicants to have and maintain an active Pennsylvania non-commercial Class C driver's license or equivalent .

    2 . Be eligible for selection in accordance with Merit System Employment Regulations. This position is a management position and is not covered by a collective bargaining agreement or memorandum or understanding.

    PA Residency is waived for this position.

    Selection Criteria:

    1. Minimum experience and training required for the job.

    2. Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.

    3. Applicants must have a minimum of one year in the next lower classes by the posting closing dates with no break in service.
