DESCRIPTION OF WORK

This role is an engineering position situated in the Southwest Region, operating under the supervision of the Regional Waterways and Wetland Civil Engineer Manager and the Hydraulic/Environmental Engineer Manager. In conjunction with the Bureau of Clean Water, the individual in this position will oversee Clean Water infrastructure projects that are financed through the State Revolving Fund (SRF) Program, as established by the Bipartisan Infrastructure Law (BIL). The responsibilities encompass engineering tasks related to hydrology and hydraulics, essential for executing statewide initiatives on waterway and floodplain management, as mandated by the Dam Safety and Encroachment Act, The Clean Streams Law, and the Flood Plain Management Act. Additionally, this role may involve activities associated with the United States Environmental Protection Agency’s State Revolving Loan Fund, which is managed by the Department of Environmental Protection (DEP) and the Pennsylvania Infrastructure Investment Authority (PENNVEST). This funding program is designed to assist eligible entities in constructing wastewater collection, conveyance, treatment facilities, and discharge systems. Furthermore, the position will support potential SRF applicants to enhance their chances of securing BIL funding for their projects. Collaboration with the third-party technical assistance provider selected by PENNVEST will also be a key aspect of this role, ensuring that applicants receive appropriate guidance regarding the relevant program requirements. The responsibilities outlined will be carried out across multiple regions as dictated by workload and assignments.

Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.

  • This position requires occasional travel throughout the state on both day and overnight trips.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,678 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or

  • Successful completion of the Civil Engineer Trainee training program (commonwealth title); or

  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or

  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Special Requirements:

  • This position requires possession of a valid driver’s license.
