Summary You will serve as a Human Resources Specialist (Recruitment & Placement/Classification) in the Human Resources Office Hawaii Command Advisory Division of COMPACFLT HUMAN RESOURCES OFFICE. Responsibilities You will provide recruitment and placement services for dynamic organizations with diverse, hard-to- fill professional, technical, administrative (GS) and blue collar/Federal Wage System (FWS) positions. You will advise managers, employees and applicants regarding required qualifications requirements; and application, rating, interview and selection processes. You will provide variety of recruitment, staffing and placement functions such as: preparing and/or reviewing Requests for Personnel Actions; responding to data calls or official inquiries and providing strategic advisory on various methods. You will conduct analyses and determine the most efficient methods to fill vacancies and meet human resources needs for organizations serviced. You will provide advice and assists management in matters regarding the administration of pay laws, rules and regulations, including Recruitment, Relocation and Retention (3Rs) and pay setting issues. You will collaborate with staff and OCHR counterparts to discuss significant staffing issues, develop innovative staffing solutions and alternative courses of action. You will provide advisory classification services and position management support by preparing and reviewing position descriptions and locating, interpreting, analyzing and applying classification standards and guides. You will assist management with planning and implementing reorganizations. Requirements Conditions of Employment Qualifications GS-12 Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing a wide range of recruitment, staffing, and placement services while considering strategic hiring methods, occupational design of the position, pay and compensation flexibilities, and qualification & eligibility requirements in accordance with human resources management concepts, laws, policies, practices, and analytical methods; and reviewing position descriptions and organizational designs to ensure adherence to classification and position management theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures. GS-11 Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing recruitment, staffing, and placement services by advising on different types of appointing authorities, the merit promotion process, job rating and ranking criteria, and pay and compensation flexibilities in accordance with human resources management concepts, laws, policies, practices, and analytical methods.
