Naval Facilities Engineering Command FACILITY SUPPORT CONTRACT MANAGEMENT & FACILITY SERVICES SPECIALIST in Pearl Harbor, Hawaii

Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will serve as an advisor to management to develop improved business practices. You will coordinate technical plans of an acquisition program to determine variables (e.g., performer, required funding). You will oversee administration of contracts to ensure work is completed in accordance with specifications. You will assist with developing and maintaining project criteria, schedules and budgets, and working with customers on the funding of technical portions of contracts. You will provide management and support to include programming, planning, preparation and execution of Facility Support Contracts (FSC). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing Facilities Support Contract (FSC) and Base Operations Support (BOS) planning, acquisition, and contracting processes; 2) Developing Performance Work Statement (PWS), Statement of Work (SOW), Performance Assessment Plans (PAP), Functional Assessment Plans (FAP) and Independent Government Estimates (IGE); 3) Serving as a Contracting Officer's Representative (COR) or Performance Assessment Representative (PAR); 4) Developing and communicating analysis with spreadsheets, Power Point presentations and written documents; 5) Working with data and data analytics, recognizing and analyzing problems, conducting research, to make assessments/summarize results and making recommendations based on sound, defensible rationale Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations This position is covered by the Department of Defense Priority Placement Program.
