Naval Supply Systems Command ENVIRONMENTAL PROTECTION SPECIALIST in Pearl Harbor, Hawaii

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will be responsible for all environmental programs assigned to the Fuels Department. You will provide guidance and technical expertise in support of the Fuel department's environmental, safety, facility management, administration, training, and fuel operations across the area of responsibility. You will plan, develop, and administer environmental related programs supporting the fuels mission. You will serve as the expert advisor for environmental compliance over a wide variety of operations or activities related to fuels handling, storage, facilities, and fueling operations. You will analyze materials, structures, environmental and safety codes, legal requirements, and operations. You will advise on environmental and safety requirements, including the economic impact of alternative solutions. You will conduct inspections or reviews of facilities, plans, and equipment. You will serve as the Program Manager for the following environmental programs: Hazardous Waste program, Potable Water System, Fuel Storage Tank, Spill Response, Storm water, and Natural Resources programs. You will serve as the Spill Response Manager You will coordinate and conduct response drills, training evolutions, and tabletop exercises. You will be responsible for overseeing fueling operations, facility maintenance/repair projects, and new construction projects to ensure environmental compliance. Requirements Conditions of Employment Qualifications Your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Applying knowledge of federal, state, and local laws and regulations pertaining to environmental protection to perform the following: 1) Solving problems related to diverse aspects of environmental protection. 2) Assisting in making modifications to existing methods, procedures, or approaches to solve problems or revising standard methods to improve environmental program administration or management processes or systems. 3) Using analytical methods to obtain and/or comply with National Pollutant Discharge Elimination System (NPDES) permits, potable water system programs, and waste designation. 4) Assessing the impact of activities on worker safety, ecology, and the natural and human environments. 5) Assisting in reviewing and researching projects to assess potential environmental impacts. 6) Assisting in developing and presenting training modules including course outlines, specific contents, documentation and testing methods and video tape sessions. 7) Effectively communicate, orally and in writing, with all levels of personnel within and outside of the command/organization, including preparing technical articles and correspondence using knowledge of Oil Handler Certification programs and/or the Navy Competency Based Certification (CBC) Programs, and fuels operations. Education There is no educational substitute for specialized experience in this series at this grade level. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is eligible for part time, full time or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
