Naval Air Systems Command PROCUREMENT ANALYST in Patuxent River, Maryland
Summary You will serve as a SMALL BUSINESS ANALYST in the Command Offices Group of NAVAIRWARCENAC DIV. Responsibilities You will review procurement requests originated primarily at NAWCAD Patuxent River for the purpose of determining susceptibility of performance by Small Disadvantaged Business, Women owned Small Business, etc. You will participate in the acquisition planning process for NAWCAD contracts and reviews formal acquisition strategies, acquisition plans, and consolidation justifications to ensure SB policies and procedures are addressed. You will work closely with contracting and procurement requirements personnel early in the procurement planning process. You will provide advice and inputs to the Director, NAWCAD Pax OSBP on yearly SB targets. You will evaluate performance and suggests potential remedies for failures to meet assigned targets. You will assist the Director, NAWCAD Pax OSBP, in establishing and maintaining SB education and training programs for NAWCAD acquisition and contracts personnel. You will ensure NAWCAD PAX Industry Days, Conferences, and other items of interest to the SB community are posted to the NAVAIR OSBP website in a timely manner. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working closely with contracting and procurement requirements personnel early in the procurement planning process to ensure SB are afforded maximum practicable opportunity in procurements awarded sole source or competitively to large businesses in accordance with SB law, regulation, and policy. 2) Providing advice to management, technical, and contracts personnel regarding monitoring the progress of large businesses in meeting SB subcontracting goals and SB utilization during contract performance. 3) Evaluating performances and suggests potential remedies for failures to meet assigned targets. 4) Evaluating effectiveness of existing programs, recommending improvements to meet important, new, or revised policies and goals and to overcome problems or unsatisfactory results. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
