Naval Air Systems Command MANAGEMENT ANALYST in Patuxent River, Maryland

Summary You will serve as a MANAGEMENT ANALYST in the Naval Air Systems Command of NAVAL AIR SYSTEMS COMMAND. Responsibilities You will provide analysis, planning support and consultation to the Command and Program Offices with construction alteration and repair projects to carry out the specific command accountabilities and appropriate application of funds You will review/approve all facility related funding documents for coordinating across agencies, commands, activities and with NAVAIR internal program, command staff, and comptroller and budget policy in the application of laws regulations. You will be executing programs by developing cross functional community and creating collaboration site(s) and process workflows templates checklists and standards for required documentation as necessary in the execution of programs and projects. You will develop specific and specialized systems such as jet engine test cells, Instrumented Landing Systems, Precision Approach Radar systems with unique considerations of real property, built in equipment, and collateral equipment. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge experience and skills associated with shore facilities planning and programming budgeting and execution of shore infrastructure. 2) Knowledge of facilities classifications of work including construction, alterations and improvements, and repair as well as statutory authorities and approval levels. Understanding of real property vs personal property and shore facilities and equipment installation projects. 3) Ability to analyze programs projects and work and interpret and apply financial policy with understanding of funding sources making distinctions with appropriateness of use in investment funding, acquisition and procurement funding, and funds available for operations and maintenance and applying to programs projects and work. .
