Position Description

PRIMARY PURPOSE

This position is responsible for the strategic planning, technical support, and overall management of environmental, health, safety, and industrial hygiene issues for the Kinder Morgan Terminals ("KMT") Gulf Central Region. Position administers/oversees the Regional EHS Staff, compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with external legal and regulatory personnel and agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop and implement a safety-oriented strategy across the region and measure, report and achieve key metric goals.

  • Develop specific environmental, health and safety objectives and create action plans to meet those objectives.

  • Maintain, review and report EHS performance, identifying opportunities for improvement along with implementing preventative and corrective actions as required.

  • Work with Regional leadership to team to ensure all key EHS operational controls are in place and EHS action items are resolved on a timely basis.

  • Create a proactive approach to EHS excellence through cross functional cooperation, communication and training.

  • Integrate and partner with business leaders to promote a proactive safety culture focused on incident prevention and regulatory compliance. Advise commercial / sales staff regarding EHS implications associated with storage and transfer of new commodities.

  • Oversee internal environmental, health and safety audit actions to ensure regulatory compliance.

  • Manage implementation of site specific environmental, health and safety programs to ensure regulatory and corporate standards are effectively integrated into site specific procedures.

  • Assure appropriate countermeasures are properly identified to prevent reoccurrence utilizing a robust incident investigation process including 5-Why root cause analysis.

  • Ensure timely coordination of all regulatory or Company required testing and training, including industrial hygiene testing.

  • Develop and manage regional EHS budget.

  • Assist internal / external legal counsel in preparation of legal and technical defenses in regulatory enforcement actions and associated regulatory matters.

  • Participate in TWGs, industry and trade associations and workgroups.

  • Personnel management; mentoring, development, and staff succession planning.

  • Coordinate customer and neighbor interaction (customer requests, CAER, community relations, vendors/consultants, agencies, customer audits).

    Position Requirements

MINIMUM REQUIREMENTS

EDUCATION & EXPERIENCE:

  • Bachelor’s degree from an accredited college or university with a major in occupational safety, environmental engineering/science or a closely related field, or equivalent experience in related industry may be considered in lieu of degree.

  • Minimum of 7-10 years’ experience in terminal or petrochemical operations with progressive levels of responsibilities.

  • Strong record showing demonstrated success in partnering with key business leaders in managing and improving overall EHS performance.

  • Ability to influence senior leaders and to drive decision making to conclusions/solutions.

  • Must have exceptional skills in building interpersonal relationships, including a high degree of judgment, diplomacy, and ability to influence others.

  • Must possess a theoretical and practical knowledge of regulatory standards.

  • High knowledge of current safety and loss control practices is essential.

  • Proven experience managing a team, creating, and measuring goals in multiple locations.

  • Travel to other field or corporate locations may be required depending on the nature of ongoing work activities as much as 10% or possibly even more.

CERTIFICATIONS, LICENSES, REGISTRATIONS

  • Must possess and maintain a valid driver's license and a driving record satisfactory to company and insurers.

  • Ability to attain a TWIC (Transportation Work Identification Credential) as issued by TSA.

  • Successful completion and passing of company drug screen, background check and respirator fit test.
