REGION ACCESS DIRECTOR - 60050448 – Southeast Region ESS Program

Located in the SE Region that covers the following counties:Indian River, St. Lucie, Palm Beach, Okeechobee, Martin, Broward.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Salary: $95,000 minimum.

Travel will be required, to include overnight.

Required Qualifications:

  • Minimum 5 years of leadership experience.

  • Minimum 5 years of experience in Economic Self Sufficiency (ESS) on the TANF, SNAP and Medicaid programs or program similar to Public Benefits program which specifically oversees Federal monies; serving a large metropolitan population.

  • Minimum 5 years of experience with State Government.

  • Ability to analyze data, develop reports, evaluate data, spot trends, facilitate change using data, and drive performance using data analysis.

  • Strong ability to empathize with staff and focus on listening to their needs, while creating a culture of hard work, integrity, and consideration.

  • Creative leader, who is enthusiastic about outcomes and equally concerned about a healthy workplace culture.

  • Ability to organize data into a logical format for presentations, documents and other written materials.

  • Ability to listen and effectively convey information to all levels of the workforce.

  • Ability to forward think and identify the source of operational bottlenecks, through data analysis and drive solutions.

  • Excellent interpersonal relationship skills and the ability to demonstrate such.

    Preference will be given to applicants who have:

  • Master’s degree from an accredited college or university.

  • Relevant experience can substitute on a year-for-year basis for the education level.

    POSITION DESCRIPTION

    This is a highly responsible and professional position requiring analytical thought, and independent judgment, action and forward thinking in order to manage and coordinate various projects and initiatives as assigned. This position requires management and leadership skills to effectively execute programs which directly support the Office of the Secretary of the Department of Children and Families, and the ESS Program Office. The incumbent reports directly to the Deputy Assistant Secretary for ESS Operations and is responsible for administrating special projects and program office coordination. Through the authority of the Deputy Assistant Secretary of ESS and in coordination with the ESS Operation and Program Directors directly supervises and oversees the management and administration of all regional ESS day-to-day operations in the Region. This position requires expert knowledge of Department rules and regulations.

    The Regional Economic Self-Sufficiency Director is the ESS operations and program office lead for each region. This job is devoted to focusing on service delivery, operational improvement, industrialization, efficiency and quality client service.

    Specific Duties and Responsibilities include:

  • Ensures the administration of all service programs are carried out in conformity with statewide services plans and all other policies and guidelines established by the Deputy Assistant Secretary of ESS and in collaboration with the ESS Operation and Program Directors. Assures service delivery is consistent with all applicable law, rules, policy, and procedures.

  • Implements Departmental rules and procedures, ensuring staff are provided training regarding Departmental procedures and rules, and conducts reviews of staff compliance with rules and procedures.

  • Manages the Economic Self-Sufficiency processes in a manner necessary to fulfill all plans, goals, processes, standards, and performance indicators for the ESS programs.

  • Identifies and assesses local needs and approves local systems of care.

  • Ensures the Department partners with local programs to support and enhance services designed to strengthen families and coordinate services provided by the Department in the Region with outside agencies, both public and private.

  • Engages in proactive media relations and maintains positive working relationships with local media.

  • Conducts routine analyses on state and federal performance indicators for ESS services and submit plans to the Deputy Assistant Secretary for ESS for improvement initiatives.

  • Leads the effective collaboration and communication between key management in the ESS Program and the Office of Public Benefits Integrity Program at the regional and headquarters level.

  • Ensures that all regional ESS staff is properly trained on all federal and state statutory requirements as well as all applicable rules, policies and procedures while ensuring ongoing staff compliance through regularly scheduled reviews and evaluations.

  • Oversees ongoing continual quality improvement initiatives and routinely apprises the Deputy Assistant Secretary of ESS and the Family Well-Being Director.

  • Partners with the Department's Circuit Community Development Administrators to identify gaps in service delivery models and assist in the training of community partners for expanded outreach efforts to serve qualified citizens.

  • Coordinates workforce needs with the Deputy Assistant Secretary of ESS to maintain operational integrity within available budget for the ESS program.

  • Coordinates communication and collaborates with headquarters and regional level ESS Program management and Office of Public Benefits Integrity Program management in an effort to limit waste and fraud within the ESS program.

  • Partners with the Family Well-Being Director and the Circuit Community Development Administrators to develop and strengthen local private and interagency partnerships to improve the delivery of services while addressing local service needs.

  • Implements and executes emergency planning activities for the program and geographical areas under assignment.

  • Assists the Deputy Assistant Secretary of ESS in all ongoing initiatives that ensure the continued advancement of the Strategic Vision throughout communities.

  • Handles special projects as assigned by the Deputy Assistant Secretary of ESS.

  • Completes additional assignments as required.
