Job Overview:

Supports the District Country Executive (DCE) in the implementation of and compliance to group policies and procedures – primarily on matters of HSSE, Quality and QHSSE Compliance

Is responsible for the compliance of group policies and Africa procedures within the country in QHSE

Leads, manages and animates his/her network in QHSE

With the aim to Protect Bureau Veritas Brand & Assets; Protect Health, safety, security and environment; Protect ISO 9K/14K/45K certification, Client Satisfaction; Monitor the results of HSE. Ensure BV Cardinal safety Rules, BV Absolutes and application about all BVAO QHSSE Policies

TASKS & RESPONSIBILITIES:

Governance: Ensure compliance with Africa QHSSE strategy, monitoring & challenging, Information meetings; Organize relevant (annual management review(s), QHSSE Committees, STBT, etc.); Report QHSE scorecard, safety reports, environmental reports, compliance reports and QHSSE committee meetings at agreed frequency – ensure appropriate team members are contributing; Escalate issues in a timely manner to DQHSE and CCE; Validate and approve, or obtain validation and approval as per procedures. Assist in translating year's strategy to monthly measurable objectives. Ensure QHSE Scorecard are deployed locally. Consolidate, analyze.

Management system: Ensure implementation of the Group and Africa Management system. Suggest improvement in the Management systems. When not available at Africa level, develop local procedures to be approved by Africa.

Risk Management: Map services; Assess risks (health, safety & security; environment; quality;) while ensuring participation of all stakeholders (employees, supervisors, maintenance teams, managers, etc.) with an emphasis onhigh HSSE risk activities and high technical risk activities; Ensure identified corrective & preventive measures are implemented; Identify trends and risks from findings across audits and incidents and develop action plans.

Audits : Prepare, follow and ensure the annual audits (ISO 9001, ISO 14001, ISO 45001, client, accreditation body, public authority, etc.); Participate in the Audits opening & closing; If qualified, perform internal audits; Have an overview of all findings from internal & external audits; Participate in Root Cause Analysis investigation; Support in action plan development and corrective action (CA) implementation.

Operational Compliance: Monitor overall compliance to group policies and procedures, and ensure recording of noncompliance.

Special projects (telematics, environment, regulatory watch, etc.): Identify, propose and ensure availability of project representant for the district. This person will work with project manager for the duration of the project.

HSSE specific prevention programs: Deploy HSSE programs.Ensure that actions issued from safety alerts are implemented. Monitor of participation rate (STBT, safety campaign), challenge entities. Perform safety walks and especially in activities with high safety risks.Review HSSE plan for large project developed by Local HSE

HSSE Incidents : Be aware of all incidents reported. Support CA implementations. Validate unsafe conditions / Near Hits. Check that incidents are reported properly (i.e category of incident, time to report, etc.). Create accidents for accidents with injuries, property damage, security incidents, etc.). Request RCA when necessary based on our procedure. Participate in RCA investigation. Schedule RCA restitution to Africa team. Participate in action plan development. Monitoring of action plan completion.

Quality – Ensure the implementation of all policies and procedures applies on QHSE. En.sure the continue certification of QMS system. Ensure the revision, of the QHSSE Manual and procedures, and the knowledge of all BVAO in the QHSSE MS:

Maintain BVAO Certifications

Security: Supports and review that security plans for high and extreme risk countries are filled appropriately with all evidences for approval and sent to Africa QHSSE.

Environment: Define targets according to Africa target. Coordinate environment projects. Ensure Green hub reports are submitted. Analyze data and provide description. Ensure follow-up environmental action plans.

TECHNICAL COMPETENCIES:

HSSE, Quality or technical degree. Experience in testing, inspection, certification activities is a plus.

Languages: local language and French/English

Interaction and coordination on a daily basis with all personnel (all hierarchies)

Able to work “in the field” close to operations and able to communicate clearly
