Orlando Utilities Commission FMPP Operations Technology & Analytics Administrator in Orlando, Florida

We are looking for an experienced and motivated professional to oversee and coordinate all activities related to FMPP (Florida Municipal Power Pool) system applications, data, data governance, and data management to support the FMPP in its strategic objectives.

In this role, you will be responsible for providing technical subject matter expertise related to EMS (Energy Management System) and Energy Accounting related applications, FMPP data, analytics, and reporting.

The ideal candidate will have:

  • Bachelor’s Degree in Engineering, Computer Science, Information Technology, or related field of study from an accredited college or university;

  • Minimum of five (5) years of experience in energy management systems, energy accounting, power system modeling, or production cost modeling, to include:o Experience working with EMS and Energy Accounting related applications, FMPP data, analytics, and reporting;o EMS engineering experience, preferred;o A minimum of (1) year of supervisory experience. In lieu of formal supervision, experience leading project teams, operational initiatives, mentoring or training team members, or leadership training may be substitutable (required);

  • Very knowledgeable in the Florida Municipal Power Pool and Energy Management Systems.

  • Ability to interact with different groups

  • Excellent communication skills

Salary Range: $117,789.81 - $147,237.55 annually (based on experience)

Job Purpose:

Oversees and coordinates all activities related to FMPP (Florida Municipal Power Pool) system applications, data, data governance and data management to support the FMPP in its strategic objectives. Provide technical subject matter expertise related to EMS (Energy Management System) and Energy Accounting related applications, FMPP data, analytics, and reporting. Supervise staff in the execution of FMPP projects and studies from concept to implementation.

Primary Functions:

  • Serve as subject matter expert and provide technical guidance to OUC staff, contractors, and FMPP member employees related to applications and data utilized by the FMPP, and the associated data governance, data management, analytics and reporting;

  • Provide information and analysis to FMPP and Member’s management, operations, settlement, and marketing staff in support of key, strategic initiatives, and on-going operations;

  • Develop analytics and reporting on FMPP’s electric load, solar resources, generating units, bulk

  • transmission system, and other elements associated with Balancing Authority operations, marketing, and settlement activities;

  • Provide central management of needed data, technology systems, integration across teams and systems, and works with vendors as needed; establish and manage information management and collaboration tools (i.e. Sharepoint, Documentum, Jira, etc.) to ensure effective collaboration, execution and documentation of assigned projects and tasks;

  • Partner with business units to optimize utilization of existing FMPP applications, develop enhancements, resolve defects, and manage the lifecycle (patches, upgrades and/or replacement) of FMPP applications;

  • Manage projects and supervise project teams; support projects and associated changes across functional teams, vendors, technology systems, and Pool Members to advance the FMPP Strategic Plan;

  • Supervise and lead the work of an assigned team in day-to-day activities and participate with the management in establishing accountabilities, goals, & objectives;

  • Balance team workload and help ensure effective team outcomes and deliverables; ensure all team assignments are managed, completed, and documented by departments’ service level expectations;

  • Evaluate employee performance; provide coaching, feedback, and development support and planning for employees, helping to ensure alignment with strategic goals and objectives; delegate assignments and authority as appropriate;

  • Participate with management in selection and promotion procedures to include reviewing applicants and interviewing potential new employees to effectively recommend candidates for open positions;

  • Ensure compliance with standard operating procedures and quality standards, including safe work practices, compliance, and information governance;

  • Generate relevant project data and information to support management decision making;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of, but not limited to, the following:

  • Power systems;

  • Energy accounting;

  • SCADA systems;

  • Clearing House Pricing (CHP);

  • Forecasting and modeling;

  • FMPP structure and operations;

  • Data collection, manipulation, analysis, and visualization practices and principles;

  • Business intelligence and visualization tools (such as Tableau, Qlik Sense, Power Bi, or similar);

  • Business operations data analysis and reporting;

  • Structured Query Language (SQL), advanced Excel (or other statistics programs), and automation techniques for data manipulation and analysis;

  • Project management methodologies.

  • Ability to:

  • Understand overall business goals and how to align actions to achieve results;

  • Provide supervision and guidance in a team environment;

  • Collect, manipulate and perform analysis on significant volumes of data from multiple sources of varying quality;

  • Understand database management systems, entity relationship diagrams, and similar data structure design documentation;

  • Use Microsoft Office Suite (Word, Excel, Outlook, Power Point, etc.) and standard office equipment (telephone, computer, copier, etc.);

  • Effective interpersonal, active listening, and written and verbal communication skills.

Education/ Certification/ Years of Experience Requirements:

This job may occasionally be exposed to outdoor weather conditions. This job is performed in an office work environment. This job may also be partially performed in a laboratory environment.
