General Position Description

The Director of Procurement is responsible for overseeing all procurement activities in compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

The Director of Procurement will ensure the timely acquisition of goods, services, and subcontractors for a diverse portfolio of projects, including military construction, critical infrastructure, secure construction, environmental remediation, and disaster recovery. The role requires strategic leadership in sourcing, negotiation, contract management, and supply chain optimization to support the organization’s operational goals and federal requirements.

Responsibilities

  • Develop and implement the company’s procurement strategy, ensuring alignment with corporate goals, project needs, and regulatory compliance.

  • Oversee the procurement process for all federal projects, ensuring adherence to FAR, DFARS, and other relevant regulations.

  • Lead and manage a team of procurement professionals, providing guidance on sourcing, vendor selection, and contract negotiations.

  • Establish and maintain strong relationships with suppliers and subcontractors to ensure best pricing, quality, and timely delivery of materials and services.

  • Manage the procurement of long-lead items and ensure proper coordination with project management teams to avoid delays.

  • Review, negotiate, and approve contracts and subcontracts, ensuring terms and conditions are compliant with federal requirements.

  • Oversee procurement budget management and cost control measures to optimize efficiency and reduce overall project costs.

  • Ensure timely and accurate reporting on procurement activities, performance metrics, and risk management.

  • Collaborate with legal, finance, and compliance teams to ensure all contracts and purchasing activities are properly documented and in line with company policies.

  • Monitor changes in federal procurement regulations and ensure the organization remains compliant.

  • Implement supply chain risk management strategies to address potential disruptions in material sourcing or vendor performance.

Qualifications

  • Bachelor’s degree in Business Administration, Supply Chain Management, or a related field (MBA preferred).

  • Minimum of 10 years of procurement experience in a federal contracting environment, with at least 5 years in a leadership role.

  • In-depth knowledge of FAR, DFARS, and other federal procurement regulations.

  • Experience in military and secure construction, critical infrastructure, and environmental remediation projects is highly desirable.

  • Strong leadership skills with the ability to manage, mentor, and motivate a diverse procurement team.

  • Proven experience in supplier management, contract negotiation, and sourcing strategies.

  • Excellent communication and interpersonal skills, with the ability to work effectively with internal and external stakeholders.

  • Ability to work under pressure and manage multiple priorities in a fast-paced environment.

  • Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM) certification preferred.
