The Contract Manager (CM) position requires a keen collaborator with solid interpersonal and communication skills paired with deep contracting knowledge, proven negotiation techniques and a strong ability to advise program leaders on business-objective decision making and independently representing contracts as part of the program and or pursuit integrated product teams (IPTs).
Overview:
*This position is responsible for cradle-to-grave contract management for assigned programs.
- The CM addresses contractual performance, interprets contractual requirements, evaluates, and provides advice on risk while proposing appropriate mitigation strategies.
*The CM Is the initial point of contact for all contractual communications with the customer, Government agencies, e.g., DCMA, DCAA, and is authorized to obligate the company for matters associated with any assigned contract(s).
*The position manages and administers contracts, task orders, modifications and contractual requirements in accordance with Statements of Work, FAR/DFAR regulations and company policies.
*The CM also collaborates with Business Capture to participate in front-end strategic assessment of business pursuits to include establishment of Non-Disclosure Agreements, Teaming Agreements, Subcontracting Agreements (V2X as a subcontractor), solicitation analysis, proposal preparation support, color-team reviews, and proposal submittal, in accordance with company policies, procedures, legal requirements and customer instructions/specifications.
*An ideal candidate with optimal experience and skills shall demonstrate experience successfully managing a large, highly complex contracting portfolio with individual contracts valued at greater than $50M and consisting of multiple contract types – FFP, FPLOE, CPIF, Cost-Reimbursable, T&M, CPFF and Award Fee.
*Identifies and resolves complex issues, exercising ethical judgment within broadly defined practices and policies.
*Leads and participates in making decisions related to Contracts and Business Management.
*May manage and administer multiple major contracts/task orders/change orders.
Responsibilities

Manages and Administers assigned contracts and programs and ensures compliance with contract terms, modifications, and letters of technical direction (LOTD). Is a business advisor to the onsite and offsite Program Management team. Responsible for following company policies and procedures and Corporate Contract Management manual. Provides pre and post award administration of a variety of contracts, including CPAF, FFP, CPFF, T&M, LH, etc.
Manages changes, both cost and no cost, makes appropriate contractual notifications to the customer IAW with contract, and coordinates with program management for technical approach and the Cost Estimator to define cost formulations and summaries, coordinates in developing management review presentations, coordinates final management approval and signature of the offer and timely submits change/REA proposals as necessary.
Leads coordination of customer negotiations, makes recommendation to management to execute contractual documents
Responsible for ensuring business systems are timely updated with current contract financial and performance information.
Manages submission of CDRLs.
Monitors contract performance to ensure that all contract terms and conditions are met. Assists in responding to customer provided CPAR.
Periodically briefs company leadership (as required) of unique program requirements
Advises program team of contractual responsibilities and obligations, ensure compliance with company policies and procedures addressing contractual matters, and interpret contract clauses and statement of work requirements
Responds to customer inquiries and drafts/archives letters and correspondence to and from the customer addressing contractual performance, contractual deliverables, reports, contract fund status, requests for equitable adjustments and contract claims and the like (not all inclusive).
May participate in front-end strategic support of business pursuits, color team reviews, proposal preparation, and business decision gating
Analyzes and approves Estimates at Completion for the contracting function
Examines, understands and defends in negotiations Labor and Pricing Rates, estimates of material, profit/fee, Other Direct Costs, General and Administrative costs
Reviews and assesses customer solicitations, perform clause analysis and contract flow down requirements to Supply Chain personnel
Maintains professional competence by attending specific formal and informal contracts training seminars, company-provided training, and self-sponsored training.

Minimum Qualifications:
Bachelor's Degree in Business or Finance and eight years' experience working with U.S. Government Contracts OR Master's Degree and four years’ experience.
Ability to travel to project locations (up to 20%).
Required Skills
Experience with U.S. Government acquisition and related regulations, e.g. FAR, DFARS
Must possess excellent communication skills (written and verbal)
Must be proficient in Microsoft Office (Word, Excel, and PowerPoint)
Must possess ability to quickly learn and fluently use unique V2X Management Information Systems designed to support daily office activities
Must have the ability to work within a team and to foster teamwork and trust
Must be capable of multitasking and handling several assignments concurrently
Must possess excellent time management and organizational skills
Ability to prioritize daily actions and handle high volume contracts tasking
Capable of resolving contractual issues and formulating recommendations/solutions
Working knowledge of the Federal Acquisition Regulations and DoD FAR Supplement
Ability to meet with and work with senior and middle management personnel
Desired Skills:
Experience with competitive pursuits
Experience with U.S. Government ITAR/EAR
Experience with legal principles of contract management
Ability to identify risk and understand financial implications; strong analytical background
Experience with contract close-out of both Fixed Price and Cost Reimbursable Contracts
Experience leading or managing individual contributors
