JOB SUMMARY
Leads and directs the activities of Operators and Technicians. Champions safety, compliance and System Integrity Plan efforts within the area. Coordinates product movements and mainline operations with interconnecting pipeline companies and carriers. Reviews, develops and manages plans and projects to accomplish business objectives. Reviews and approves expenditures and invoices. Coordinates the work of subject matter experts, contractors and suppliers to accomplish business objectives.
Job Profile Summary
Organize, schedule, and direct the operational and/or maintenance activities at local and remote refined product and/or crude products pipeline terminal(s) and/or station(s) for the assigned area. Ensure company business objectives are met. Oversee and manage the following areas: terminal and station operations and/or maintenance, environmental and regulatory compliance, SIP and other company policy compliance, emergency preparedness and response, employee training and safety, and cost management.
Assignments are received in the form of functional/departmental/regional objectives and goals. Consistently exercises independent judgment and applies knowledge/experience in the area of expertise to determine the proper process by which to meet goals/objectives. Provides supervision to a group of employees who perform the exempt-level tasks and/or the same, or similar non-exempt level tasks. Administers direction within the latitude of established company policies. May be required to be actively involved with projects to meet schedules or project deadlines. Work is measured by the overall completion of objectives. Has the authority to hire, terminate, discipline, or recommend changes within the workgroup. Work is typically of diverse scope where analysis of a situation or data requires an evaluation of a variety of factors to establish a course of action. May recommend modifications or improvements to operating policies/procedures. Erroneous judgments/recommendations/decisions or failure to achieve results typically result in serious delays to schedules and may result in considerable expenditures of time, human resources, and funds to rectify.
Essential Functions and Responsibilities
Compliance to the System Integrity Plan:
Lead the work group in full compliance with the System Integrity Plan.
Identify and correct areas of non-compliance.
Develop and execute methods and processes for developing the knowledge and culture of the workgroup and verification protocols to ensure full and continuous compliance with the System Integrity Plan.
Create and champion a safety culture.
Develop emergency preparedness and response protocols.
Leadership:
Lead the workgroup with a focus on system-wide solutions.
Communicate often with direct reports to ensure understanding of expectations.
Complete employee performance appraisals.
Support, coach, and develop employees.

Procedural/Process Discipline:
Consistently follow and train personnel on all established operating standards, processes, policies, procedures, and the collective bargaining agreement (if applicable).
Mentor and counsel employees and discipline employees as necessary.
Develop and foster relationships and partner with internal functional groups (e.g., Tech Services, Commercial, Human Resources, Training, Quality Control, etc.) and external agencies (LEPCs, PHMSA, EPA, etc.) to accomplish projects or goals.
Performance Metrics/Operational Excellence:
Effectively manage performance regarding equipment reliability, accurate product measurement, inventory management, rack/dock reliability (if applicable) and product quality within established standards.
Identify, evaluate and develop opportunities to improve the efficiency and effectiveness of operations, assets and established work practices.
Periodically assess organizational needs, capabilities and workloads and make necessary adjustments.
Cost Management:
Accurately forecast expenses and meet or under-spend operating expense plan.
Manage overtime expenses.
Manage plans and expenditures to meet budgetary commitments.
Review and approve expenditure requests.
Produce budget variance reports and forecasts when requested.
Assist in developing annual expense and capital budgets.
Responsibilities may include Department of Transportation (DOT) covered functions, including operations, maintenance, or emergency response on a pipeline. Job duties also require the employee to be alert and respond immediately to dangerous or hazardous conditions, and where impaired performance, or failure to follow safety precautions, could result in serious injury or property damage.
Education
High School Diploma required
Bachelor's Degree preferred
Work Experience
- 6 - 10 years related work experience years' experience in the operation of terminals or pipelines preferred
