Title- *Systems and Governance Analyst *Classification- *Management Analyst 4 * Job Status- *Full-Time - Permanent * WDFW Program- *Directors Office -- Human Resources Division * Duty Station- Olympia, Washington -- Thurston County Hybrid/Telework- Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the Olympia, Washington headquarters building as needed.

*The Systems and Governance Analyst drives the development and implementation of systems that enhance Human Resource operations, focusing on safety, training, compliance, and regulatory alignment. *

*As a senior-level professional, you will conduct independent analysis and collaborates across programs to improve agency efficiency. *

 

What to Expect-

Among the varied range of responsibilities held within this role, the Systems and Governance Analyst is responsible for, 

Project management of agency systems including design and maintenance to support Human Resources:

  • Develop and manage project plans for system improvements, including defining scope, objectives, stakeholders, timelines, risk management, and compliance criteria.
  • Conduct research and facilitate design workshops to develop system improvements in collaboration with program teams.
  • Test system improvement for effectiveness and ensure alignment with regulatory requirements and organizational goals.
  • Monitor project performance using key performance indicators (KPIs) to ensure effectiveness and alignment with organizational goals.
  • Prepare project status reports on system improvements, highlighting achievements, challenges, and next steps.
  • Conduct regular audits and updates as part of quality assurance processes to maintain compliance and system integrity.
  • Collaborate with IT to facilitate user acceptance testing (UAT) and ensure seamless user experience.

Continuous improvement and process optimization:

  • Maintain documentation protocols within the HR system, ensuring alignment with industry best practices.
  • Conduct regular reviews of the employee training catalog in collaboration with the Training Manager and IT, applying feedback loops for optimization.
  • Provide subject matter expertise for content organization and user experience optimization across agency platforms.
  • Conduct benchmarking studies on county, state, and federal regulations, standards, and best practices to inform process improvements.

Reporting and stakeholder engagement:

  • Generate comprehensive reports on document status, review cycles, and distribution logs for management teams, using data visualization tools where appropriate.
  • Support supervisory staff in conducting job task analyses for regulatory compliance.
  • Facilitate the development of a collaborative interagency system for vetting and documenting authorized job tasks.

Work Setting, including hazards: Will include an office environment and travel to all statewide work sites including those in remote areas. Driving year-round to various job sites across the state, including indoor and outdoor locations in both urban and remote areas.
