Position Purpose This is a senior level budget program analyst. This position performs independent budget and program analysis, loads budgets into the college budget system and state budget system, produces budget reports, develops and monitors budgets, prepares and tracks fiscal notes, generates revenue and expenditure forecasts, prepares allotments, and supports the Core Budget Team and the College Budget Officer as needed. Nature and Scope Essential Functions Accomplish detailed analysis for all assigned programs and provide consultative planning and analysis services to the President, the Chief Financial Officer, the Executive Leadership Team, and the Core Budget Team. Prepare and analyze reports for and coordinate directly with College Budget Officer and Core Budget Team to provide specific information and knowledge to achieve coordinated program and budget planning. Prepare and present complex tuition and expenditure forecasts for budget or other management purposes. Prepare and analyze college-wide monthly budget status reports and identify and recommend adjustments to the budget. Review and monitor budget development and management processes; recommend changes and improvements as needed. Monitor budgets, develop cost estimates, and prepare expenditure forecasts of programs on an ongoing basis. Make budget and legislative recommendations based on college plans and fiscal policies. Support the fiscal note process by analyzing proposed legislation that may affect present and proposed programs and produce models to anticipate the cost of implementation. Participate in the higher education fiscal note group meetings regularly during the legislative session. Load college legislative biennial operating budget request into the statewide budget system in compliance with Office of Financial Management (OFM) and legislative requirements. Develop, review, and upload the OFM Compensation Impact Model each biennium. Respond to ad hoc requests from executive and legislative staff supporting the legislative processes. Develop and submit the college's official allotments into statewide allotment system; maintain allotment schedule and tracking. Load appropriate revenue controls budgets into the college financial software. Load internal college spending plans for all funds except grants, contracts, and capital budgets, including operating, service, auxiliary, local dedicated activities, and other budgets into the college financial software. Maintain appropriate college-wide budgetary controls; monitor budget control procedures and suggest improvements to the system while maintaining consistency. Process budget transfers
