Federal Aviation Administration Logistics Management Specialist (Supply Support Lead) in Oklahoma City, Oklahoma

Summary The Logistics Management Specialist (Supply Support Lead) position performs multiple, varying and complex assignments under minimal direction of a manager. Serves as the lead and primary source of knowledge/information for logistics support policies and procedures for assigned organization. Responsibilities Plans and executes complex supply support projects and relates the concepts, principles, and practices relative to logistics support of National Air Space (NAS) and/or organizational agencies equipment and programs. Designs and executes training programs for the supply chain discipline with the Logistics Center of Excellence (COE). Serves as the organizations representative to the Center of Excellence (COE). Utilizes knowledge of market factors, industrial processes, trends, and technological refresh/upgrades essential to the development of logistics support plans. Relates these functions, regulations, and organizational structure of the FAA to DoD and/or other executive branch agencies for logistics support, coordination, and referral of services. Provides input as directed to inter-organizational support teams on acquisitions, systems maintenance, financial plans, and funding requirement rationale. Monitors Inventory Managers, Supply Technicians and Equipment Specialists functions to ensure compliance with policies/ procedures; identifies problems or gaps and recommends solutions to the Branch Manager of significant issues/non-compliance. Understands and provides guidance on the interrelations of material requirements computations and planning. Provides guidance to Inventory Managers on NAS handoff equipment, until initial support is received. Provides guidance to Inventory Managers in the development of contract requirements and/or blanket purchasing agreements (BPA) based on forecasting tools and collaboration with technical and acquisition personnel. Provides technical (IM) guidance to Inventory Managers who serve as Contracting Officer Representative (COR) on highly complex contracts for repair, acquisition, and/or total supply support for NAS and/or organizational agencies equipment and programs. Provides guidance to Inventory Managers on supportability reviews/issues for organization, other government agencies and foreign governments relative to critical assigned systems and programs. Provides comprehensive information, guidance, interpretation, and advice on policy, procedures, regulations, issues and trends to Supervisors, Managers, Contractors, Agency and Inter-agency Customers on all matters relative to the support of the National Air Space System (NAS) and/or organizational agencies equipment and programs. Defends position and provides supporting information on matters of significant controversy. Provides support methodology and the impacts of technological innovations. Conducts reviews and studies on all aspects of supply support management. Provides input into the development of standard operating procedures for organization logistical support function personnel to accomplish optimum supply support posture and customer support. Advises interrelated logistics functions on the resolution of specific support projects and ensure actions result in positive impact of assigned systems. Coordinates procurement requests over $100K. Provides guidance for compliance of Agency Directives related to the use of credit cards within the organizations. May serve as alternate COR on contracts for critical NAS equipment. Incumbent exercises delegated authority to resolve deficiencies and ensure compliance with organizational directives, policy and procedures. Analyzes various automated systems and data to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing division guides or procedures. Assists in the development of the organization's support plan and has a key role to ensure its execution. Administers surveillance of organization's support plans and financial outcomes of inventory management decisions, utilizing knowledge of directives and appropriate business rules for systems managed and provides overall program status to the organization. Qualifications TO QUALIFY AT THE FV-I (FG-13) level, you must demonstrate in your application that you possess one (1) year of Specialized Experience equivalent to the FV-H (GS/FG-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience resolving problems and work issues relating to inventory management; planning and executing supply support projects, concepts, principles and practices relative to logistics in support of National Air Space (NAS); analyzes various automated systems and data to evaluate audit reports, regulations, and other relevant material; experience providing guidance to Inventory Managers on NAS handoff equipment, development of contract requirements and/or blanket purchasing agreements (BPA); experience as a Contracting Officer Representative (COR) on highly complex contracts for repair, acquisition, and/or total supply support for NAS. AND Quality Ranking Factor (QRF): Well-qualified candidates will demonstrated experience as a Contracting Officer Representative (COR) within their resume.
