Defense Logistics Agency Fuels Distribution System Leader in Okinawa Island, Japan

Summary See below for important information regarding this job. Responsibilities Leads persons on a shift, passing on supervision instructions and assigning tasks. Sets the pace, demonstrating proper methods, ensuring proper tools are available, maintaining current knowledge on procedures, policies, and written instructions. Checking work in progress, meeting deadlines, ensuring safety, reporting to supervisors, and answering questions of supervisors of overall work performed. Receives and transfers petroleum products from commercial tank trucks, pipeline, and hose line to storage tank. Receives and processes incoming shipments. Verifies item against receipt documents to ensure proper item is received. Reports damages, shortages, and overage in shipments to supervisor immediately upon detection. Ensures proper preparation and safeguarding of accountable records, referencing DLA Energy policies. Utilizes the Automated Fuel Handling Equipment (AFHE), Fuels Manager Defense Enterprise, and the Automatic Tank Gauging System to compile reports on a daily, weekly, and monthly basis. Manages equipment and supply requirement requests for requisition. Establishes or determines storage location, moves items to location, performs location surveys, and inventories as prescribed or required. Maintains and operates the pumps for transfer and mainline pumps. Works with Inland Petroleum Distribution System (IPDS), which includes dispatching procedures, fill and testing the pipeline, scraper operations, construction of pipeline, terminals, pump stations, and repair procedures. Requirements Conditions of Employment Qualifications Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Ability to do the work of a Fuels Distribution System Leader without more than normal supervision: I instruct other workers on less complex work methods; refer to manuals as a means to answering questions related to the duties and responsibilities of the position; and adheres to all safety standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Work requires light to moderate physical effort. Incumbent may be required to lift up to, and occasionally over, 50 pounds. There is considerable standing, walking, bending, working in cramped conditions, and climbing on tanks and other equipment. Working Conditions: Majority of work is performed outdoors in all types of weather with limited protection from the elements. Employee wears and uses safety equipment, follows safety regulations, and uses precaution to avoid danger from fumes, flames, and explosions, and to avoid falling from or into equipment.
