National Nuclear Security Administration Program Manager (Federal Technical Training Program Manager) in Oak Ridge, Tennessee

Summary This position serves as a Program Manager at the Y-12 Field Office (YFO) representing YFO management on assigned Safety Management Program(s) (SMP) for matters involving Industrial Hygiene (IH), Worker Safety and Health Program (WSHP) (i.e., Industrial Safety and Construction Safety), Chronic Beryllium Disease Prevention Program (CBDPP), and Integrated Safety Management Program (ISMS). Responsibilities As a Program Manager (Federal Technical Training Program Manager), you will: Conduct walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas. Assures that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations. Monitor integrated and complex program performance involving unique equipment, illness/injury, facility designs, operations and processes, a variety of human factors, and dangerous operations and processes. Ensure contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations. Assures that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations. Makes contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements. Participate in hearings, meetings, conferences and special working groups with M&O contractor and other subject matter experts; Federal, state, and local regulators (e.g. EPA, NRC, etc.), and oversight entitles (e.g. Defense Nuclear Facilities Safety Board). Serve as the primary interface between local NNSA/DOE management and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation. Make contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements. This position is covered by the Technical Qualification Program (TQP), which requires the incumbent to acquire and demonstrate competencies identified in the TQP Functional Area Qualification and Field Office specific standards and requires certification of the competencies by NNSA supervision and TQP qualifying officials. https://ntc.doe.gov/student/stp/techqualprogram Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the federal service, i.e., NQ/NN-2 or GS-12. This experience may have been gained in either the public or private sectors. Specialized experience for this position is defined as: Experience serving on a team or supporting technical evaluations of contractor operational and implementation plans including in an industrial, nuclear, or non-nuclear facility. Knowledge of employee training and development concepts, policies, practices, regulations, and procedures to develop and administer programs that meet the organization's needs and facilitate a well-trained and developed workforce. Advanced oral and written communication skills to prepare reports, make presentations, discuss training and development needs with staff and external vendors and conduct training and self-assessment programs. Examples of qualifying experience include: Serving on a team that evaluates operating systems, processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance and construction, quality assurance, safety, health, and environmental activities, design, construction, maintenance, or operational activities. The applicant's experience must include: Serving on a team supporting Environment, Safety, Health, or Quality functions Performing technical evaluations at industrial, nuclear, or non-nuclear "Experience" refers to paid and unpaid experience. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
