    THE ROLE

    The Transportation District Maintenance Special Services Section Manager will oversee and manage staff in Special Services and Maintenance Planning units for the District, engage in critical field support and regulatory matters which include but are not limited to, handling encroachment permits, economic development and construction contracts for highway maintenance projects, snow plowing contractors, construction permit reviews, plan and property reviews, environmental compliance, draining/flooding complaints, claims investigation, highway maintenance contracts.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Highways this class is accountable for supervising engineers and technicians in the investigation and inspection of permits, traffic and drainage issues and coordinating district maintenance training programs in a District Maintenance Office.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; oversees investigation for all requests for work affecting state owned highways by property owners, public utilities, municipalities and other state agencies prior to issuance of any applicable permits for construction; supervises inspection of permit work to ensure compliance with sound engineering judgment and prescribed specifications; verifies completion of permit work for release of bonds; directs investigation of highway drainage problems and implementation of remedies; oversees surveys and coordinates recommendations for resolution and improvement of traffic problems; directs investigation of all roadside planting and maintenance problems and programs; implements and maintains a broad training program involving all highway maintenance functions; supervises field investigation of complaints relating to highway maintenance or permit matters and makes appropriate recommendations for correction; coordinates all business management functions of District Maintenance Office; coordinates district emergency management activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of principles and practices of highway engineering; knowledge of principles and practices of traffic engineering and operations; knowledge of scope and function of traffic safety work; knowledge of highway drainage engineering, construction and maintenance; knowledge of roadside development and designs; considerable interpersonal skills; considerable oral and written communication skills; ability to read and interpret plans, blueprints and specifications.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of lead and/or supervisory experience involving the planning, inspection and/or administration of highway maintenance projects.

Note: For state employees lead and/or supervisory experience is interpreted at the level of Transportation Supervising District Services Agent, Transportation Maintenance Planner 3 or Transportation Engineer 3 in charge of the district traffic or drainage function.

PREFERRED QUALIFICATIONS

  • Experience with management and oversight of maintenance and engineering projects and operations

  • Experience with Maintenance Special Services (drainage, traffic, encroachment, permits, agreements, and landscape/vegetation management)

  • Experience with processing claims, Freedom of Information Act (FOIA) regulations, training and safety, and vendor contracting

  • Experience providing direction and prioritization of work activities consistent with the Department’s mission and responsibilities and the Bureau’s program goals

  • Experience interviewing candidates and preparing interview selection reports

  • Experience networking and communicating with external and internal parties who impact maintenance and highway operations’ issues

  • Experience communicating with a diverse population through phone, email, and face-to-face interactions

  • Experience with Maintenance Planning, Department of Administrative Services (DAS) contracts, and General Letter 71 (GL-71) procurement guidelines

  • Experience working within the limitations of a set budget and coordination of multiple projects with various funding sources

  • Experience with resolving conflict with developers, consultants, and contractors

    SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current licenses or permits.
