All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

Summary
The Department of Community Correction (DCC) Program Administrator Parole & Probation Services is responsible for overseeing the adult probation and parole community supervision service. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises the activities of the Parole and Probation Services area managers and staff by interviewing and recommending applicants for employment, assigning and reviewing work, evaluating job performance, and overseeing disciplinary actions. Ensures compliance the American correctional Association (ACA) standards. Reviews and provides input and instruction regarding training programs, agency legislative needs, programs, and services. Assists with the process of developing standards for supervision of adult offenders, and develops and implements special projects, conducts research, and prepares reports as directed. Conducts performance evaluations. Assists with the development, administration and management of the agency budget. Develops probation and parole administrative memoranda regarding agency policy and procedures. Acts as liaison to the courts, prosecuting attorney offices, law enforcement agencies and the Arkansas Parole Board. Performs other duties as assigned.

On-call status required. Frequent in-state travel and exposure to danger required.
Knowledge, Skills and Abilities
Knowledge of supervisory practices and procedures. Knowledge of parole/probation programs, laws, and policies. Knowledge of the various elements of human behavior. Knowledge of court and or hearing procedures. Ability to compile and understand detailed information and interpret statistical data. Ability to communicate in oral and written form. Ability to supervise parole/probation investigations and complete various reports. Ability to make oral presentations and prepare written reports. Ability to qualify and maintain qualifications with assigned weapon.
Minimum Qualifications
The formal education of a bachelor's degree in criminal justice, psychology, sociology or a related field; plus six years of experience in parole/probation or correctional work, including four years experience in a supervisory capacity. Must be certified as a specialized police officer by the Arkansas Law Enforcement Standards Commission in accordance with ACA 12-9-106. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
