Summary The employee serves as a Maintenance Supervisor of the construction unit at the Facility Management Department (FMD) of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago Illinois. Responsibilities The Maintenance Supervisor of the construction unit must have a thorough background and working knowledge of all construction trades, and utility systems including plumbing, pipefitting, electrical, carpentry, painting etc. as well as the knowledge and ability to plan, coordinate and supervise the completion of construction work by all trades. Duties include but may not be limited to: Assigns and explains work requirements and operations instructions to subordinates and establishes the sequence of work operations to be followed for the following shop operation entities: Electrical, Pipefitting, Carpenter, Painter, A/C Mechanic and Laborer. Coordinates and schedules work with other supervisors, other services, contractors and vendors. Plans and directs various work assignments for subordinates over a short- and long-term basis (i.e., daily, quarterly, annually etc.) and monitors the status of work. Accurately estimates manhours and material requirements to plan workloads. Prepares and/or reviews requests for materials, supplies, equipment and contracts within the work section. Provides instructions and/or training and demonstrates the proper work methods and procedures. Utilizes appropriate personal protective apparatus applicable to tasks being performed and ensures subordinates do the same. Utilizes working knowledge of VA Regulations, Program Guides, Specifications, Circulars, Safety Manuals, National Codes, Handbooks, etc. and uses judgement in locating and selecting the most appropriate guidelines and references. Reads and interprets technical directives, blueprints, sketches, mechanical diagrams and electrical schematics to visualize all phases of the work to be performed. Inspects work in progress and, upon completion, checks for compliance with instructions and applicable specifications. Adheres to infection control requirements for each project and ensures that his subordinates do as well. Provides information and advice to higher level supervisors, management officials, and staff organizations on feasibility of work assignments as scheduled, budget estimates and workload data. Handles informal complaints and grievances and implements appropriate actions. Investigates, documents, and communicates employee accidents and provides the necessary communication and follow-up. Reviews and determines approval of leave of subordinates, certifies timecards, reviews and initiates personnel actions and performance appraisals, and acts on personnel problems referred and maintains administrative records. Operates a computer terminal with a typewriter style keyboard and CRT screen to create and generate reports. Ensures the development, implementation and maintenance of Green Environmental Management Systems (GEMS) program requirements in accordance with VHA and Medical Center policy. Operates select pieces of snow removal equipment to remove snow from sidewalks, walkways, roadways, etc. as needed. Performs other duties as assigned. Work Schedule: Monday - Friday, 7:00am - 3:30pm. Qualifications PHYSICAL REQUIREMENTS: This position requires walking, standing, bending and sitting. Will occasionally lift heavy loads, machinery parts, etc. It also requires the operation of heavy machinery and equipment, driving motor vehicles, and the use of ladders, scaffolds and mechanical lifts. WORKING CONDITIONS: This position performs work in uncontrolled environments, basements, rooftops, mechanical rooms, and confined spaces. Occasionally is subject to uncomfortable and possible dangerous working conditions and exposure to loud noises, unpleasant odors, various degrees of light, and hazards normally encountered in the hospital trades including burns, cuts, bruises, infections, electrical shock, strains, broken bones, slips, trips, falls, high heat, high humidity, loud noises, low light, bright light, infectious diseases, etc. The wear of appropriate & required personal protective equipment shall be worn as necessary to accomplish assigned tasks in a safe manner. SCREEN-OUT: This position requires the applicant to have the ability to perform the work of a Maintenance Supervisor of a construction unit. Experience includes utilizing a thorough working knowledge of constructions trades and utility systems including plumbing, pipefitting, electrical, carpentry, painting, etc. as well as the knowledge and ability to plan, coordinate, and supervise the completion of construction work by all trades as a lead/supervisor. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. Education Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
